Job Description

Background 
 
Under the overall guidance and supervision of the Chief Security Adviser (CSA)/ Deputy Chief Security Adviser (DCSA)/ Field Security Coordination Officer (FSCO), the Field Security Assistant (FSA) assists in the implementation of security operations and all matters relating to the management of safety and security for UN personnel, Assets and Operations. 

The incumbent will be required to undertake administrative functions within his/her duties>
 


Duties and Responsibilities
  • Assists CSA/Deputy CSA/FSCO in collecting, updating, and communicating information regarding the security situation in the country/region of assignment
  • Assists in maintaining the Security Plan, including updating staff lists.
  • Supports the CSA/Deputy CSA/FSCO with the Residential Security Measures (RSM) for the duty station.
  • Assists in reporting security incidents affecting UN staff, offices, and assets.
  • Organizes and delivers training courses on security awareness and preparedness.
  • Assists in ensuring residential (Residential Security Measures - RSM) and office safety, and security preparedness.
  • Provides general administrative assistance to the CSA/Deputy CSA/FSCO.
  • Performs any other duties as assigned.

1. Assists the CSA/Deputy CSA/FSCO in collecting, updating, and communicating information regarding the security situation in the country:
  • Liaises and coordinates, as appropriate, with the host government security organizations and/or personnel, including national and local provincial authorities, military, and police officers, as well as non-governmental organizations and other non-State actors in the area of operation;
  • Helps to assess the security situation at the duty station and ensures adequate gathering and verification of security information that may be required for a proper analysis of the situation by the CSA/Deputy CSA/FSCO;
  • Communicates information on security to the heads of United Nations agencies and provides host country security advice to UNDSS in the absence of the CSA/Deputy CSA/FSCO, as required;
  • Maintains regular contacts with Security Focal Points of UN agencies;
  • May be requested to provide technical assistance at ASMT meetings, in the absence of the CSA/Deputy CSA/FSCO.

2. Assists in maintaining the Security Plan, including updating staff lists:


  • Helps in the preparation and review of the UN Security Plan;
  • Supports actions during the implementation of the Security Plan, as required.

3. Assists in drafting security risk management/ SRM process and Compliance:


  • Supports in drafting security risk management/ SRM process, Security Contingency and Emergency Plans. Facilitates Agencies in the implementation of the Plans as required;
  • Assists the CSA/Deputy CSA/FSCO with monitoring compliance with the SRM process established for the duty stations. Also assists with the compilation of data required for the SRM Self-Assessment Programme.

4. Assists in reporting security incidents:


  • Assists in reporting security incidents affecting UN staff, offices and assets, and assists in the preparation of security reports, such as the Significant Security Incident Report (SSIRS system), the Security Assessments and the Weekly as well as Daily Situation Reports - SITREPs;
  • Provides support in organizing and conducting training courses on security awareness and preparedness, and providing security orientation to newly assigned staff members. Conducts security briefings, as required.

5. Provides general administrative assistance to the CSA/Deputy CSA/FSCO:


  • Maintains liaison with commercial companies used for UN security at offices and residences, in order to ensure the effective and efficient use of the guard force;
  • Maintains routine and confidential correspondence files/documents;
  • Maintains a database on contact details in relation to host country security authorities;
  • Arranges appointments, receives visitors, places and screens telephone calls and answers queries with discretion, and takes minutes and/or notes at meetings;
  • Administers a pass and ID system.
  • Performs any other duties as assigned by the CSA/Deputy CSA/FSCO.

Required Skills and Experience

Education:
  • Secondary education is required.
  • Bachelor’s degree or equivalent in Political Science, Military Studies, Security Management, Management, or a relevant field is highly desirable, but is not a requirement.

Required skills and competencies:


  • At least 5 years of relevant experience in security, preferably in the military or police context or related field of work with secondary education is required, or at least 2 years of relevant experience associated with a first university degree is required;
  • Prior experience with the UN system or an international NGO is preferable;
  • Good understanding/knowledge of the risk assessment and security risk management is required;
  • Experience in diplomatic security, protection and intelligence considered an asset; 
  • Knowledge of host country safety codes is an advantage;
  • Solid computers skills (MS Word, Excel, Access and PowerPoint) is an advantage; 
  • Possession of a valid driver’s license is an advantage;
  • Preference will be given to successful candidates from the locality of the duty station is desired.

Required Language(s) (at working level)


  • Fluency in both written and spoken English and Arabic required.

Special Notice:


  • This position is limited to UNDSS and UNDP candidates.
  • Applicants should be mentally and physically fit. All duties are performed in civilian clothes. Duties may require long periods of standing, working evenings, overnights and on weekends.
  • Candidates found suitable and not selected for the announced duty station, may be selected for other similar positions at the same level grade and with similar job description, experience, and educational requirements in any of the following duty stations: Sana'a, Aden, Hodeida, Ibb, Saada, Marib, Mukalla, Taiz, Al Turbah and Mukha.

Please note that continuance of appointment beyond the initial 12 months is contingent upon the successful completion of a probationary period.
