Job Description

In this position, you will have to:  

Budget Planning and Management

  • Participate in the development and implementation of plans, policies and procedures for budget and programming activities, with the aim of achieving objectives in compliance with WFP and functional strategies.
  • Review budget plans, monitor and conduct comprehensive analysis of project financial performance and make recommendations in compliance with WFP financial policies and procedures and best practices to support financial analysis and optimisation of resources.
  • Review and provide comprehensive analysis on fund and grant balances identifying surpluses and deficits, and suggest corrective measures to support maximum fund utilization and decision-making process.

Pipeline Management

  • Supervise the matching of commodity pipeline requirements with sourcing options including Advance Financing requests in collaboration with stakeholders at the operational level to ensure timely shortfall coverage and efficient utilization of contributions.
  • Participate to the Supply Chain, Programme and BPU weekly meeting and based on agreed priorities and action points, proactively follow-up the food procurement steps. Monitor the full procurement cycle to ensure timely coverage of food pipeline requirements.

Performance Management and Reporting

  • Manage the programming of received funds promptly, according to prioritized operational needs, submitted funding proposals, donor conditions, and restrictions, and in close collaboration with the Partnerships teams.
  • Coordinate the preparation of interim, progress and final reports as stipulated in various contribution agreements between WFP and specific donors, particularly for those locally negotiated contributions in close collaboration with CO, RB and HQ counterparts as required.

Other

  • Support actions related to project closure and resource transfer.
  • Build capacity of WFP staff in budgeting, fund management and operational planning through preparing and delivering training, coaching, guidelines and manuals.
  • Represent the unit at internal meetings/committees/working groups as required to obtain and provide information from a budget and resource programming perspective.
  • Actively participate and contribute to the improvement of internal processes, enhancement of corporate systems and design of tools to facilitate the overall planning, expenditure forecasting, and budget management and monitoring of resource utilisation.
