Role Purpose



Monitor the maintenance and improvement of technical engineering services, systems, and databases aiding to ensure effective and efficient run of all technical services and supporting DCT to be equipped with IT assets. Manage conducting required tests on IT systems, while ensuring successful closure of identified technical issue.

Key Responsibilities



Technical Infrastructure Operations


  • Manage the development and implementation of policies, procedures and plans for technical support, such as personal internet and email usage, security, software and hardware inventory and data retention for all sectors/departments of DCT.
  • Oversee the development and implementation of policies and procedures related to IT equipment, such as desktop PCs, laptops, printers, company phones etc. in line with defined needs, requirements and KPIs. 
  • Design and implement quality assurance and test plans and requirements for the Technology Department to review, evaluate and report on the reliability, compatibility, performance, and functionality of adopted technology solutions, systems and services.
  • Monitor testing new software versions and implementing modifications to meet product configuration needs and requirements. 
  • Lead on auditing the security of data use throughout DCT and its sites, maintaining a line of communication with the Data Engineering and Information Security Sections.
  • Manage and monitor DCT’s databases, systems and applications, while ensuring these are running efficiently and securely.
  • Monitor the effectiveness and efficiency of receiving ticket requests and ensure resolving all technical issues as per defined SLAs and KPIs.
  • Lead on the development, implementation, and improvement of service desk solution for DCT, ensuring systems, services issues are resolved in line with service level agreements and performance metrics.
  • Ensuring providing hardware and software support to ensure the work environment is equipped with IT assets and set-up needed to facilitate work duties across DCT.
  • Direct the section to continuously analyze IT requirements and recognize areas for improvement to enhance or introduce new technologies as seen necessary.
  • Provide direction to manage outdated technologies are updated and ensure maintaining updated and proper portfolio of hardware and software technologies. 
  • Manage conducting technical evaluation for IT hardware and software and provide recommendations as seen necessary.

Vendor and Relationship Management


  • Develop, nurture, and maintain relationships with vendors to build a strong and sustainable portfolio of partners and to ensure alignment with  planned delivery objectives in managing DCT’s System, Platform Development, and Maintenance.
  • Manage and ensure proper utilization of resources by stakeholders and vendors, reviewing progress reports highlighting in performance gaps and red flags in line with department’s goals and priorities.

Shared Activity  


  • Ensure effective cascading of the functional strategy into section business plans to ensure vertical alignment and horizontal integration with other interfacing sectional strategies.
  • Manage the effective achievement of assigned objectives through the leadership of the Section by setting of individual objectives, managing performance, developing and motivating staff to maximize performance.
  • Lead the talent development initiatives for the assigned section, collaborating with technical/discipline experts and thereby ensure the availability of talent to fit business requirements.
  • Act as a role model and drive adherence to organizational values and ethics by employees of the assigned section to foster a value driven culture within the organization.
  • Manage the preparation and recommend the section budget and monitor financial performance versus the budget while ensuring all sectional activities are conducted in line with the approved guidelines.
  • Manage and ensure effective implementation of functional policies, procedures and controls covering all areas of assigned section activity so that all relevant procedural/legislative requirements are fulfilled while delivering a quality, cost-effective service.
  • Lead the identification of opportunities for continuous improvement and sustainability of systems, processes and practices considering global standards, productivity improvement and cost reduction.
  • Ensure that all section reports are prepared timely and accurately and meet DCT requirements, policies and quality standards.
  • Adhere to the DCT Occupational Safety and Health policy, regulations, and laws, and provide help to the Corporate EHS in executing the OSHMS.
  • Report any incidents, near misses, occupational illnesses, unsafe practices, and conditions immediately to the concerned person and participate in the investigation of OSH incidents, as required.

Qualifications



  • Bachelor’s Degree (Master Degree Preferred)  in Computer Science, IT Engineering or equivalent.
  • Certifications in IT CCNA, ITNL MCSE, CISSP, PMP is highly preferred

Experience



  • 6 to 8 years of technical experience in networking, technical engineering, software products development field or an equivalent experience within similar fields. Preferably someone with proven experience in computer-aided design platforms / Systems Applications or Software.  At least 4 years of experience in a Managerial position.
