Job Description

Key roles and responsibilities:

• Oversee and manage all aspects of infrastructure projects, including planning, scheduling, budgeting, and implementation.

• Coordinate with stakeholders, leadership, and other teams to ensure successful project outcomes.

• Evaluate and mitigate project risks and provide solutions to unexpected challenges.

• Develop and manage project budgets, ensuring cost-effectiveness and timely completion of projects.

• Set project goals, timelines, and deliverables, ensuring team members meet project milestones.

• Develop project plans and budget estimates for infrastructure projects.

• Collaborate with stakeholders to identify and establish project goals, objectives, and timelines.

• Monitor project progress, identify deviations from plans, and recommend corrective actions to keep projects on track.

• Provide status reports to management and stakeholders on a regular basis.

• Manage project risks and issues and take appropriate actions to mitigate them.

• Ensure project requirements and deliverables are clearly defined, documented, and communicated to all stakeholders.

• Track and manage project expenditures to ensure projects are within budget and financial goals are met.

• Provide leadership and direction to project team members and stakeholders to ensure project success.

• Ensure all projects follow standard operating procedures, policies, and guidelines.1. Pre-Construction Stage

• Prepare Master Programme for the entire project calendar detailing inter-activity dependency, sequencing, and activity duration:

o This involves creating a comprehensive project timeline that outlines all the tasks and activities required for the project.

o It includes identifying the order in which tasks should be completed (sequencing) and how they depend on each other (dependency).

o Activity duration refers to estimating how long each task will take to complete.

• Set-up project schedule development and track, monitor a design deliverable schedule:

o Establishing a schedule development process involves defining how the project schedule will be created and maintained throughout the project.

o Tracking and monitoring the design deliverable schedule means keeping a close eye on when design-related tasks and milestones are due.

• Monitoring, tracking, and reporting progress of work:

o This involves regularly checking the status of project tasks and comparing them against the project schedule.

o Progress tracking ensures that the project stays on track and that any deviations are addressed promptly.

o Reporting progress keeps all stakeholders informed about the project's current status.

• Co-ordinate and follow-up with consultants, contractors, and any other 3rd party appointed by the client for project works:

o This is about ensuring effective communication and collaboration among all parties involved in the project, including architects, contractors, and subcontractors.

o Following up ensures that everyone is fulfilling their responsibilities and meeting their deadlines.

• Preparation of procurement plan:

o Developing a procurement plan involves outlining how and when materials, equipment, and services will be procured for the project.

o It includes specifying procurement methods, budgets, and timelines.

• Monitoring the statutory approvals process by follow-ups with liaison consultants and reporting the progress:

o Ensuring that all necessary permits and approvals are obtained is crucial.

o This involves working closely with consultants responsible for obtaining these approvals and reporting the progress to relevant authorities and the client.

• Review progress of the works, compare with planned programme, and submit status report to the client at pre-defined frequencies:

o Regularly reviewing project progress and comparing it to the planned schedule helps identify any delays or issues.

o Status reports provide a structured way to communicate this information to the client, allowing for informed decision-making.Lead project meetings as necessary for review of progress:

o Leading project meetings ensures that all stakeholders are aligned and aware of project status, issues, and action items.

o These meetings can include design reviews, progress updates, and issue resolution sessions.

• Facilitate and lead monthly management meetings:

o Monthly management meetings are essential for higher-level decision-making and strategic planning.

o Facilitating these meetings ensures that key project stakeholders are involved in shaping the project's direction.

2. Construction stage

• Supervision of all construction works / activities for the project:

o This involves overseeing and monitoring all construction activities on the project site to ensure they are executed according to the project plans and specifications.

o Attending required inspection related to the construction works, material delivery or any other construction related inspections.

o Coordinating between the contractor and the consultant team to ensure execution on site is as per the requirements and meet the proposed requirements.

• Ensure compliance to drawings and specifications during execution:

o It's crucial to ensure that the construction work aligns with the approved architectural and engineering drawings and adheres to the specified materials and methods.

• On-site design and clarification co-ordination:

o This responsibility involves coordinating with architects, engineers, and other professionals on-site to address any design-related questions or changes that may arise during construction.

• Organize approval of contractors' shop drawings, product data sheets, samples:

o Contractors often submit detailed drawings and product information for approval before construction. This responsibility involves reviewing and approving these documents to ensure they meet project requirements.

o Identifying value engineering proposals where possible if it helps in saving time, cost or both; or if it offers better quality at the same timeline/cost.

• Monitoring the progress of work and refinement of works with the master programme schedule:

o Continuously tracking the progress of construction work is essential to ensure it aligns with the project schedule.

o Highlighting any potential issues during the project execution, and propose changes or refinements may be necessary to keep the project on track.

• Notifying anticipated bottlenecks and suggesting resolutions and alternatives:

o Identifying potential issues or bottlenecks in the construction process and proposing solutions or alternative approaches to overcome them helps prevent delays.

• Change/Variations order management:

o Managing changes or variations to the original project scope, which often occur due to unforeseen circumstances or client requests, involves documenting, approving, and implementing these changes while keeping track of their impact on the project.

o Maintaining and reviewing variations logs, and ensuring that the provided variations are justifiable should it be required for the project.

• Ensure the correction of defects pointed out by the clients / architect/ consultant is implemented:

o Addressing and rectifying any defects or issues identified by clients, architects, or consultants during construction is crucial to delivering a project that is up to standard in terms of quality and cost.

o Up on the completion of activates / works, it must be inspected to ensure that the activity was completed as per the required result / quality.

Organize progress review meetings on a weekly basis:

o Regular progress review meetings provide a platform for project stakeholders to discuss the project's status, address issues, and make decisions and keep everyone informed and aligned.

o Keeping track of project WBS, review any other points of concerns in based on the submitted daily/ weekly/ monthly reports.

• Collect, review, and maintain all the records of contractors' daily progress reports:

o Daily progress reports from contractors contain valuable information about work completed, materials used, and any challenges faced.

o Collecting and maintaining these records is essential for project documentation and dispute resolution if needed.

3. Quality Management

• Quality Assurance and Control: Establishing processes and standards to ensure work aligns with project specifications and then systematically inspecting and testing to confirm compliance.

• Workmanship Standards: Inspecting the construction work to ensure it meets quality standards, identifying defects or deviations, and ensuring adherence to best practices.

• Contractor testing and Inspections: Overseeing that contractors conduct required tests and inspections to validate work quality, materials, and compliance with industry standard.

4. Close-out stage

• Preparation of handover checklist: Creating a list of tasks and requirements to ensure a smooth transition of the project to the client or operator.

• Readiness of pre-opening services: Ensuring that all pre-opening services, such as utilities, security, and maintenance, are in place and ready for operation.

• Inspection, testing, and commissioning of equipment: Verifying that all equipment in the project, such as HVAC systems or electrical systems, has been thoroughly tested and commissioned to meet performance requirements.

• Submission of completion report: Ensuring that the contractor or consultant submits a detailed report confirming that all project work has been completed satisfactorily. • Record lessons learned: Identify and documents lessons learned throughout the lifecycle of project.5. Status Reporting

• Field verification of existing project conditions: Confirming the actual project conditions on-site to ensure they match the planned specifications

• Progress of work against master schedule: Monitoring the project's advancement in comparison to the master schedule to identify any delays or deviations.

• Cost of project against budget: Tracking the project's expenses against the budget to control costs effectively.

• Quality issues and recommendations: Addressing and reporting quality issues while providing recommendations for improvements.


RequirementsThe candidate must possess expertise/experience in the following domains: • Proven leadership capability. • Bachelor's degree in Civil Engineering or construction related technical/business field • 10+ years of related construction phase experience is required, with 5+ years of related project management experience on related projects • Incumbent should have a broad general technical and business background. • Professional registration may also be required. • Must have the ability to manage projects, interface with clients and enjoy being hands on technically in the project. • Should be involved when required in the designs on the project. • Capability in scheduling using Primavera P6 and ongoing monitoring and driving of projects with well-ordered and logical sequence; • Comprehensive knowledge of industry standards. Proven ability to perform in a management capacity, excellent written and oral communications. • Strong eye for detail coupled with a methodical and organized approach; • You will be a forward-thinking individual ready to change the status quo and bring fresh ideas to the team on how we can manage and deliver our projects.Exceptional verbal and written communication skills will be well utilised and your ability to develop internal and external working relationships is essential.
