Job Purpose:
The Team Lead will be responsible for managing the procurement activities related to the purchase of goods and services for capital expenditures (Capex), operational expenditures (Opex), and various services for Julphar’s. This role involves the sourcing, negotiation, and contract management of indirect goods and services critical for supporting the company’s projects, operations, and long-term growth. The role requires close collaboration with internal stakeholders, and build good relationship with External suppliers to ensure the on-time availability of goods/services following the internal Procurement policy and cGMP Principles

Job Responsibilities:
Supplier Sourcing and Management:
• Identify, evaluate, and select suppliers for Capex, Opex, and service contracts based on the company’s needs and project requirements.
• Build and maintain strong relationships with key suppliers and vendors.
• Responsible for all the bids starting from collecting all the internal requirements, tender opening,
closing, and tender awarding based upon the tender committee following the procurement policy.
• Negotiate favorable terms and conditions for contracts and ensure the timely delivery of
goods/services.
• Monitor supplier performance, conduct regular reviews, and resolve any issues or disputes.
• Responsible for all the purchase Orders required for Indirect materials procured from local and
international suppliers, including capital equipment, machinery, infrastructure, all operational
requirements including tools, materials, consumables, and temporary services required for projects
implementation.
• Collaborate with project management teams to ensure procurement aligns with project specifications and timelines.
• Monitors inventory management and maintains the health & safety stock for indirect material.
• Ensures the accessibility of multiple sources for purchasing of materials/Consumables in order to gain strong negotiation power and to avoid supplier monopoly.
• Maintains strong coordination with internal customers and provides feedback regarding the material availability status.
Budget & Cost control
• Develop, monitor, and manage procurement budgets for CAPEX, OPEX, and services within the project scope.
• Work closely with finance and project teams to track expenditures, identify cost-saving opportunities, and ensure compliance with budgetary constraints.
• Support the implementation of cost-reduction initiatives while ensuring quality standards and operational efficiency for each project.
Reporting & Analytics:
• Provide regular reports and analytics on procurement activities, vendor performance, cost savings,
and overall procurement status.
• Use procurement data and market trends to make informed recommendations for future project
sourcing strategies.
Cross-Functional Collaboration and Stakeholder Management
• Collaborate with project managers, engineers, and other internal teams to understand project
requirements and ensure seamless procurement processes.
• Provide procurement insights and updates to stakeholders, including project timelines, budgets, and procurement risks.
• Act as a key point of contact for all procurement-related inquiries and support for project team
Qualification/Functional knowledge
• Bachelor’s degree in business administration, Supply Chain Management, Engineering, or a related
field. A master’s degree or professional certifications (e.g., CIPS, CPSM) is a plus.
• Minimum of 5 years of experience in indirect procurement, with a focus on CAPEX, OPEX, and
services procurement. Prior experience in procurement for large-scale projects or construction is
highly desirable.
• Strong knowledge of SAP and contract management tools.
• Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint).
• Understanding of procurement regulations, market trends, and supplier evaluation processes.
• Strong negotiation and supplier management skills.
• Excellent communication, interpersonal, and collaboration abilities
