 JOB PURPOSE


Manages and closely monitor day to day ship's marine activities/aspects for smooth activities at sea and port without delays and accident. Ensuring vessel availability, performance, integrity and safety while providing quality customer service, ensuring compliance with regulations and standards with continues focus on continual improvement to maintain Excellence Vessel Integrity Management, Excellence in Health & Safety Management, Minimizing Environmental Impacts, and Optimizing Costs etc.


KEY ACCOUNTABILITIES


• Prepares and recommends fleet marine budget & monitor financial performance versus the budget to ensure alignment, while minimizing any unnecessary expenditures in conjunction with technical.


• Reviews all marine related risk assessment.


• A member of the shore Emergency Response Team for the vessels emergencies.


• Guides Masters and staff on all marine related matters.


• Maintains, reviews, improves and develops as necessary the company marine procedures


• Conducts annual on-board navigation audits and marine related training to ships staff on-board to improve standards, preferably during a short voyage. Input navigation audit results into the navigation audits database and follows up on all deficiencies and defects to closure.


• In charge of a monthly review of all vessel's marine-related logs, reports, records etc.


• Assists in reviewing all safety-related reports from the vessels and other similar reports from other sources.


• Assists as and when required on miscellaneous projects and initiatives.


• Performs accident/incident investigations, root cause analysis, propose corrective/preventive actions and present findings, if so appointed, in the Incident Investigation Team for any marine related incidents.


• Ensures fleet vessels documentations, certifications comply with all international/international regulations, legislation, flag state and classification society requirements and established marine standards in order to meet performance targets and ensure smooth flow of operations.


• Provides the ship with navigational data to prevent navigational hazard when required.


• Ensures all weekly, cumulative and annual corrections for navigational charts and publications are provided on-board in a timely manner.


• Maintains Safety Management System (SMS) updates with consistent improvement to produce quality, accuracy, adequate and efficient procedures. Provide and develop constructive new ideas as applicable to marine issues.


• Ensures compliance with applicable legal and other requirements by all vessels and raise corrective action when necessary related to marine matters.


• Coordinates for ISM, ISPS, MLC, internal audits, ISO 9001, 14001, 45001, 50001, 55001, SIRE, Rightship inspections and OHSAS 18001 standards / regulations. (Internally / externally).


• Prepares / reviews all the marine-related contracts, such as but not limited to, mooring rope/tails, LSA/FFA shore-based maintenance, gas detection repairs and calibrations, PPE etc.


• Receives and reviews ship requests for all marine related requisitions, repairs, survey etc. ensure follow-up and supervision of such request to ensure compliance with class and International Marine Organization (IMO), OCIMF and ICS rules and recommendations while remaining within budgeted costs.


• Responsible for the maintenance and provision of all nautical publications to comply with statutory regulations, company and charterers requirement.


• Reviews all deck officer’s appraisals (including potential candidates) and assess for suitability


• In charge of all vessel's marine-related acquisitions, surveys, services, repairs etc.


• Makes suggestions for improvements and savings within the area of responsibility


• Ensures that proper cost/benefit evaluations are made prior to bringing forward any recommendations


• Participates in investigating and monitoring crew training and development schedule, with particular regards to ISM familiarization.


• Assist in the implementation of the company's health, safety, security, quality and environmental policies etc (within the area of responsibility relating to marine issues).


• Assists in periodical management review of the company's management system, record findings from the reviews and propose actions if necessary (within the area of responsibility relating to marine issues).


• Establishes annual ISM & ISPS audit plans, arrange and coordinate internal audits, take part in audits and follow-up correction actions (within the area of responsibility relating to marine issues).


• Liaises with the vessels in safety, navigation, operations, health, quality, security and environmental matters, including monthly response to vessels relating to vessel monthly safety reports and near miss reports.


• Follow up to a closure of all port state control observations.


• Updates of oil major vetting inspections database.


• Attends vessels to conduct marine inspections and pre-vetting inspections or vetting assistance. Ensure follow up of all deficiencies noted during vessel attendance is recorded and filed in the common drive.


• Assists in arranging external safety audits and on-board training by co-coordinating with the appointed audit or training company.


• To visit ships under charge on quarterly basis where practicable, to evaluate and assess ship’s condition and implementation of ships SMS procedures.


• Setts, reviews, verifies and monitors companies, Department and Ships’ KPIs.


• Develops the fleet strategic plan in line with the company strategy to ensure vertical and horizontal integration with other interfacing initiatives and departments across the company.


• Advises the vessels and management on any new / amendments on Maritime rules and regulations and implement same on vessels.


• Initiate modifications to work practices in accordance with established regulations to ensure that all activities are carried without risk to personnel, environment or assets.


• Study and examine progress of daily works and recommends alterations to work plan to meet approved schedules


MINIMUM REQUIREMENTS


• At least 4 years of general experience overall in managing preferably within marine (Shipping / offshore), health, safety and environment field.


• Marine Supt (Shipping) - Sailed as Chief Officer (Shipping) as a minimum


• Marine Supt (OMS) - 4 years of experience Sailed as a Master on board various offshore vessels such as AHTS / PSV/ DPII / mooring subsea and SSRV’s vessels within ADNOC fields (Offshore)


• Sound communication skills.


• Good knowledge of English language.


• Report writing skills.


• Use of MS Office computer programs.


• Physical fitness for technical inspection of different areas of the ships.
