Job Purpose
Monitor, analyze and support all aspects of corporate health, environmental, safety, emergency preparedness, Sustainability, Social Risk Management and Business continuity including the development of HSE strategy, policies and procedures and ensure absolute compliance with all relevant external standards/requirements and in accordance with corporate strategies and goals to provide high HSE standards to clients, employees and stakeholders.
As a designated shared services provider for Al Dhafra Petroleum and Al Yasat Petroleum, all accountabilities, roles and responsibilities of the position shall be applicable to both companies.
Job Specific Accountabilities (Part 1)
HSE policy and planning
In line with ADNOC HSE Standards, Code of Practice, International safety regulations, Occupational health practices & Environment standards
- Comply with relevant HSE policies, procedures & controls and applicable legislation and sustainability guidelines in line with international standards, best practices and ADNOC Code of Practices.
- Update and control of the HSE policies and standards to ensure addressing or introducing the most recent applicable practices, updated regulations and technology in the Oil and Gas industry. Assist the line management in implementation of HSE policies and standards.
- Contribute to the development and implementation of HSE information end documentation control system including HSE interface document to establish link/ bridge between ADP & AYP HSE documents and ADNOC Onshore and ADNOC Offshore HSE documents.
- Plan and execute HSE programs and initiatives to ensure meeting targeted objectives while uplifting the awareness and commitment by the employees towards HSE Standards.
- Align and update the HSE function to meet any new business or operations requirements.
- Implement ADNOC HSE & Al Accountability framework, including formation and management of consequence management committee to administer disciplinary action for HSE violations/ deviations.
HSE Training and Development and Awareness
- Assist the Management in implementing ADNOC common HSE Training matrix for various categories of employees.
- Participate in Engineering studies (HAZID, HAZOP/SIL, QRA, 3D model review etc.) to ensure HSE requirements are adequately addressed in design and engineering stage
Job Specific Accountabilities (Part 2)
HSE Compliance and monitoring
- Support the development and monitor the implementation of HSE compliance and Process Safety assurance plans/ programs to comply with ADNOC HSE requirements.
- Support the execution and monitoring of approved HSE policies, standards, and practices to ensure smooth and incident-free operations in company is projects and assets.
- Plan and conduct comprehensive periodic audits to identify, prioritize, and address incidences of noncompliance with approved HSE standards, policies, and procedures.
- Assess and review the HSE Performance for the company; as overall, per function, per location, and per division to ensure proper resolution, and consistent level of adherence.
- Develop statistical reports for corporate meetings (Board, ELT etc.) highlighting the areas which require their attention and suggesting improvements.
- Review and report effective close out of HSE actions arising out of investigations of Serious/ HIPO incidents, HSE audits, inspections, HSE programs/ initiatives, management reviews, learnings from incidents.
Management of Contractor HSE
- Review adequacy of HSE requirement in new tender bids/ procurement proposals.
- Assist contractors in fulfilling HSE requirements during various stages of contract (from premobilization to demobilization stages).
- Conduct HSE audit on contractors to ensure they fulfil the HSE requirements and monitor the HSE aspects of projects (via PMC) and other contractors.
- Develop effective HSE communication with contractors (HSE newsletters, incident flashes, sharing of lessons learnt, HSE reporting and monitoring guidelines etc.)
HSE Incident Management
- Ensure that all HSE incidents are reported in timely manner and Lead investigations of complex / critical incidents and accidents including near misses to ensure the identification of root causes and recommend corrective and preventive actions.
- Review significant and recurring HSE issues, approve recommended actions, and report outcomes to the company management and leadership.
Job Specific Accountabilities (Part 3)
HSE Risk Management
- Support the identification of HSE hazards, evaluation of HSE risks for all activities, and development and maintenance of emergency response measures to provide clear guidance for continuous improvement in HSE performance and ensure appropriate prevention and mitigation of HSE risks.
- Monitor and review the HSE Risk Management to ensure that the analysis and assessments are conducted timely with high level of accuracy to identify and place controls for all HSE Risks.
Emergency Response and Crisis Management
- Develop an emergency management framework and specific emergency response plans for the assets.
- Oversees the planning, preparation, and direct operation of the Crisis Centre. Provide coordination and direction for implementation during major incidents & business continuity.
- Monitor and assess all activities related to crisis management coordination, crisis and emergency support ensuring that the assets have the optimal support and capacity to manage emergencies in a timely, effective, and efficient manner.
- Represents Crisis Management, Emergency Preparedness & business continuity interests with ADNOC, ADNOC Group Companies, local and international response agencies, and cooperative associations.
- Leads the ongoing development of the Crisis Management, Emergency Preparedness, business continuity Plans and the coordination for actual crisis and emergencies.
- Leads the review/ update of emergency management & business continuity plans, procedures, and adherence to ADNOC’s Standards.
- Develop annual Exercise Plans, controls participation in exercising of emergency plans and provides advice to stakeholders in matters related to the plans.
- Oversee the performance of emergency response drills & ensure all planning and coordination of the emergency services (incorporating firefighting, emergency response, crisis management & security functions) are fit to best meet the requirements of the business continuity plans .
Work Management System (WMS)
- Establish, review and update requirements for Work Management System (WMS) and associated learnings and cascade.
- Supervision
- Plan, supervise and coordinate all activities in the assigned area to meet functional objectives.
- Train and develop the assigned staff on relevant skills to enable them to become proficient on the job and deliver the respective department objectives.
Generic Accountabilities
Budgets
- Provide input for preparation of the functional budgets and assist in the implementation of the approved Budget and work plans to deliver department objectives.
- Investigate and highlight any significant variances to support effective performance and cost control.
Policies. Systems, Processes & Procedures
- Implement approved Department policies, processes, systems, standards, and procedures in order to support execution of the Department work programs in line with Company and International standards.
Road Safety
- Ensure implementation of ADNOC HSE Standards (HSE-OS-ST25) related to Transportation safety and associated requirements covering UAE Federal and Abu Dhabi Local Laws.
- Analyze, develop, and conduct road risk assessment in line with strategy-based approach, geographical spread of operating sites and maintain documentation.
- Develop monitoring requirements for IVMS and provide support for implementation /monitoring and ensure reporting of road safety performance.
Performance Management
- Contribute to the achievement of the approved Performance Objectives for the function in line with the Company Performance framework.
Innovation and Continuous Improvement
- Design and implement new tools and techniques to improve the quality and efficiency of operational processes.
- Identify improvements in internal processes against best practices in pursuit of greater efficiency in line with best Industry standards to define intelligent solutions for issues confronting the function.
Health, Safety, Environment (HSE) and Sustainability
- Comply with relevant HSE policies, procedures & controls and applicable legislation and sustainability guidelines in line with international standards, best practices and ADNOC Code of Practices
Generic Accountabilities (continue)
Internal Communications & Working Relationships
- Reports directly to Manager, HSEIA. Daily contact with Operations & Projects, Exploration and Development teams to define HSE requirements, policies, standards, and parameters.
Regular contact with ADNOC Group HSE counterparts to align with corporate standards and guidelines. Frequent contact with HSE counterparts in Group Companies.
Frequent contacts with other functions line HC, Procurement and Finance to support HSE requirements
External Communications & Working Relationships
Regular contacts with Audit Agencies, Government bodies and environment protection agencies, Legal Bodies, etc.
Minimum Qualification
Bachelor Degree in Engineering or Science field.
Minimum Experience, Knowledge & Skills
12-15 years' experience in HSE within Oil & Gas field
Professional Certifications
• Membership in a recognized International Safety Engineering Organization is preferable
• Diploma in Health and safety Engineering.
Work Condition, Physical effort & Work Environment
Physical Effort
Minimal. Work involves visiting work sites 50% of the work time.
Work Environment
Normal A/C environment. Exposed to site Environment 50% of the worktime (as applicable).
