Job Description


Job Purpose

Provides strategic advisory role to support the ADNOC and its Group of Companies in all matters relating to fire and emergency preparedness. Ensures that all fire and emergency preparedness teams in the Group of Companies are suitably and sufficiently equipped with the required level of equipment and manpower to reduce fire risks to As Low as Reasonably Practicable (ALARP) in accordance to with the guidelines published by ADNOC in the relevant codes of practice.  Ensures that all personnel are competently trained, disciplined and capable of fire fighting fires and rescuing victims, reducing asset and production loss as a result of fire. Reviews and approves Fire Risk Assessments and conducts specialist fire audits for fire and emergency preparedness across the Group of Companies. Provides guidance and advice to FEED teams to ensure fixed systems, mobile equipment, procedures, etc. are in line with regulatory requirements




Job Specific Accountabilities (Part 1)

•    Supervises the development of ADNOC Codes of Practice on the subject of fire and emergency preparedness by defining corporate technical and operational regulatory guidance in accordance with legislative requirements and/or internationally recognized industry best practice. 
•    Oversees the implementation of the ADNOC Codes of Practice by the Group of Companies and provides corporate guidance in the operationalization of the Fire & Emergency Preparedness. Conducts regular audits to ensure compliance and provides comprehensive reports and feedback to facilitate understanding and effective implementation thereof. Re-evaluates continually progress against actions and drives for delivery of improvement in service provision and operational efficiencies.
•    Conducts audits and inspection on the firefighting system and capabilities and reports accordingly to the Manager, HSE Division with necessary recommendations such as, suitability of system design based on operational suitability and application density requirements. Conducts a full technical assessment of maintenance and inspections regimes to ensure reliability and effectiveness, including, where possible, expert witness testing on site and working alongside contracted installers in order to support Group Company FEED projects and/or system modification.
•    Provides corporate leadership on firefighting capability assessments and conducts periodic GAP analysis on worst case scenario versus actual firefighting capability. Defines clearly shortfalls and makes suitable and realistic recommendations to remove the shortfall and ensure each facility has appropriate equipment, training and manpower to reduce risk in accordance with ALARP principles.
•    Implements and delivers Corporate single core competency training matrix as an internally recognized ADNOC Group oil industry standard. Introduces, facilitates and ensures delivery of accredited training through internationally recognized accreditation organizations and leads implementation of an externally - recognised ADNOC group standard.  Ensures continued auditing and assessment of team competency to ensure that competent staff are qualified and trained to deliver the objectives of the service. Plans, oversees and participates actively in the training and development of subordinates with special emphasis on UAE Nationals. This includes assessing employees training and development needs, overseeing the preparation of structured training and development programs, monitoring progress and counseling trainees.
•    Introduces, develops and maintains a Corporate Fire Chief Forum with the respective Group Companies Fire Team Leaders to regulate, direct and coordinate ADNOC Group standards. Leads learning and sharing of both current and pending fire related issues and provides Corporate input on regulatory updates to ensure continued compliance and best practice to safeguard lives and assets. Works in close coordination with site management in accordance with ADNOC procedures and leads and supports each Group Company in order to ensure continued compliance with legislative and industry standards for all fire- related matters appertaining to people, equipment, systems and procedures.
•    Ensures that all Group Company Fire and Emergency Preparedness systems are ready to respond to emergency situations honoring ADNOC and Group of Companies’ commitments and obligations.
•    Provides leadership, command and support within the Group Company facility response plan framework to resolve accidents.




Job Specific Accountabilities (Part 2)

•    Provides advisory support to the Crisis Management Team on handling and management of emergency and crisis situations Provides expert advice on incident dynamics to help facilitate safe and efficient resolution to incident.
•    Improves and raises the standards of the Fire & Emergency Preparedness system through appropriate training, competency mapping, and participation in Joint Industry Forums. Maintains an international fire industry network, identifies suitable future forums/seminars and communicates throughout the Group Companies and promotes attendance as a continued precursor to maintaining standards and knowledge transfer within the industry. 
•    Advises ADNOC Senior Management on regulatory affairs with respect to modifications in Fire & Safety Law, local and international standards and best practices.
•    Performs fire accident investigations at Corporate level, leads the investigation team, prepares root cause analysis and investigation reports. Presents to Site Management accordingly.

•    Plan, supervise and coordinate all activities in the assigned area to meet functional objectives.
•    Train and develop the assigned staff on relevant skills to enable them to become proficient on the job and deliver the respective section objectives.
Budgets
•    Provide input for preparation of the Section / Department budgets and assist in the implementation of the approved Budget and work plans to deliver Section objectives. 
•    Investigate and highlight any significant variances to support effective performance and cost control
Policies, Systems, Processes & Procedures
•    Implement approved Section / Department policies, processes, systems, standards and procedures in order to support execution of the Section’s / Department work programs in line with Company and International standards.
Performance Management
•    Contribute to the achievement of the approved Performance Objectives for the Section / Department in line with the Company Performance framework.
Innovation and Continuous Improvement
•    Design and implement new tools and techniques to improve the quality and efficiency of operational processes.
•    Identify improvements in internal processes against best practices in pursuit of greater efficiency in line with ISO standards in order to define intelligent solutions for issues confronting the function.
Health, Safety, Environment (HSE) and Sustainability
•    Comply with relevant HSE policies, procedures & controls and applicable legislation and sustainability guidelines in line with international standards, best practices and ADNOC Code of Practices.
Reports
•    Provide inputs to prepare Section MIS and progress reports for Company Management.




Internal Communications & Working Relationships

Frequent contacts with all Fire Team Leaders and Senior management of the ADNOC Group of Companies with regard to fire and emergency issues.




External Communications & Working Relationships

Occasional contacts with the members of Abu Dhabi Emergency Support Committee for Offshore Operations (ADESCO) and REFMAC.




Minimum Qualification

Bachelor Degree in Fire Technology or engineering, plus membership of a professional accredited organization, and minimum graduate member of the Institute of Fire Engineers.




Minimum Experience, Knowledge & Skills

8 years of experience related to firefighting, preferably in oil and gas industry at senior fire officer level.
