Job Description
Job Title: Sourcing Unit Head
Role purpose:
Ensure assisting DCT’s business units in effecting more efficient corporate sourcing processes to save costs and maximize profitability by negotiating with suppliers to obtain services at the best prices by using strategic sourcing strategies and extensive knowledge of their commodity industry.
Key responsibilities:
Sourcing
- Ensure operating a transparent process that is compliant with the various laws and regulations in place by DCT and the Government of Abu Dhabi.
- Ensure conducting corporate sourcing process in an ethical and compliant way and ensure it aligned with international, local standards, laws and regulations.
- Ensure all activities conducted during the corporate sourcing and selection process are above board and satisfactory to the ethical requirements of DCT and the Government of Abu Dhabi.
- Supervise updating corporate Vendor Database with vendor pre-qualification, background checks, on-boarding, status and currency of registration (trade and commercial licenses etc.).
- Supervise the development of corporate quality performance guidelines and corrective actions for supplier performance improvement and manage milestone deliverables verification process.
Vendors & Supplier Relation
- Ensure providing support to corporate suppliers and facilitate their bidding process by answering any queries and routing them to the relevant DCT personnel in a timely and efficient manner.
- Ensure facilitating the pre-qualification of corporate suppliers for Bidders lists (due diligence) with Business Partners to develop accuracy in the vendor/supplier selection process.
Strategic Contribution
- Ensure effective cascading of the functional strategy into section business plans to ensure vertical alignment and horizontal integration with other interfacing sectional strategies.
People Management
- Manage the effective achievement of assigned objectives through the leadership of the unit by setting of individual objectives, managing performance, developing and motivating staff to maximize performance.
- Lead the talent development initiatives for the assigned unit, collaborating with technical/discipline experts and thereby ensure the availability of talent to fit business requirements.
- Act as a role model and drive adherence to organizational values and ethics by employees of the assigned section to foster a value driven culture within the organization.
Budgeting and financial planning
- Manage the preparation and recommend the section budget and monitor financial performance versus the budget while ensuring all sectional activities are conducted in line with the approved guidelines.
Policies, Processes and Procedures
- Manage and ensure effective implementation of functional policies, procedures and controls covering all areas of assigned section activity so that all relevant procedural/legislative requirements are fulfilled while delivering a quality, cost-effective service.
Collaboration
- Collaborate with internal and external stakeholders on matters related to Procurement Management Unit in order to facilitate flow of information to build awareness in those areas.
Reporting
- Ensure that all section reports are prepared timely and accurately and meet DCT requirements, policies and quality standards.
Qualifications
- Bachelor’s Degree in Business Administration or equivalent and preferably a master’s degree.
Experience
- 5 to 7 years of experience in Supply Management Sourcing with at least 3 years of experience in a Managerial position.
Skills
- Language: Full professional English and Arabic proficiency both in speaking and writing
- Skilled in MS Office (PowerPoint, Word and Excel)
- High level of competency in relevant software applications
- Administrative skills and attention to detail
- Self-motivated with a proven ability to complete work in a timely manner
- Ability to quickly integrate with existing business software tools and knowledge of other relevant industry software
- Excellent written and verbal communication skill - including appropriate stakeholder alignment
- Evidence of creating, implementing, and managing policies and procedures
- Ability to multi-task and to prioritize work effectively
- Ability to work under own direction and high degree of initiative
- Knowledge of the principles, practices and techniques of project management and adoption
