Senior Specialist, Monitor & Control

JOB PURPOSE:

Plan, monitor and control project engineering studies at all stages of the project life cycle (Identify& Assess, Select, Define & Execute) and develop up to date project execution guidelines for Gas Group Companies' implementation supporting the maximization of value and profitability of ADNOC's gas resources.

Support department manager in periodic reviewing of ADNOC and Downstream gas business strategy plan and support translating theses high level plans & strategies in to actual tangible deliverables by planning, and supervising high-level feasibility studies for potential future gas processing projects. Analyze and identify the problematic areas and concerns at early stage in the projects and provide technical advice to mitigate them.

Supervise, monitor and control the gas projects execution schedules and practices and review over all reports in order to ensure the implementation of ADNOC guidelines, best practice, and lessons learned across the gas companies while supporting them in timely completion, achievement of projects objectives and adherence to approved budgets.

Advice on all procedural issues pertaining to Gas Group Companies' strategies and practices on major projects while advice endorsing technical decision support packages at all project gate stages taking into account the maximizing the value of the gas resources and the profitability generated of the project.

Review and recommend all Tender Acquisitions & Agreement Amendments (Scope/Schedule); Review, negotiate and challenge project budget estimation & phasing in the 5 years business plan.

KEY ACCOUNTABILITIES:

Project Planning & Monitoring

• • Monitor, coordinate and guide Gas Group Companies' project teams, for the development of project plans for various Gas projects ensuring that the project cycle is complete and meets the agreed project parameters (in terms of budget, timelines and scope/quality), standards and objectives.
  • Review the project cases presented by the Group Companies' and analyze if the objectives and end results are favourable and in ADNOC interest.
  • Review and negotiate with Gas Group Companies on the appropriate project procedures and approach to facilitate smooth running of various phases of project work and achieve the project goals.
  • Supervise all Gas Group Companies' project teams in order to document and establish the project deliverables, the project cost budgets and milestone dates.

• • Review all Gas Projects' technical reports and assessments to ensure that proper procedures and processes were implemented. Recommend corrective actions to the Gas Group Companies' management and monitor corrective actions to meet approved procedures and guidelines.
  • Review and prepare all additional projects execution and/or clarifications in the interest of successful project execution for approval from Senior Management.
  • Plan and lead high level feasibility studies for potential future projects in order to identify the problematic areas and concerns at an early stage in the projects to Senior Management and provides advice to resolve these problems.
  • Provide insights and recommendations to enhance the delivery of Gas projects and to ensure alignment with Gas Master Plan.
  • Review, negotiate and endorse project budget estimation & phasing in the 5 years business plan
  • Participates and contributes in all pre-Technical Sub Committee (TSC) and TSC meetings with Gas Group Companies for existing / future projects and project review audits and inputs into the review outcome and implementation of measures recommended.

Gas Project Governance & Control

• • Review and monitor all procedural issues pertaining to Gas Group Companies' strategies and practices on major projects and support and coordinate the development of technical decision support packages at all project gate stages taking into account the maximizing the value of the gas resources and the profitability generated of the project.
  • Oversee and monitor the progress of projects under execution; Review, the identified and escalated problem areas, risks, difficulties and other concerns in Gas projects while recommending course of corrective and mitigation measures for Management.
  • Monitor and support execution of gas projects in Group Companies ensuring compliance with ADNOC guideline while implementing the commercial and technical strategy for the project in order to achieve objectives effectively while ensuring timely and accurate development of management reports.
  • Monitor and control the gas projects execution schedules and practices and review over all reports in order to ensure the implementation of ADNOC guidelines, best practice, and lessons learned across the gas companies while supporting them in timely completion, achievement of projects objectives and adherence to approved budgets.
  • Initiate the audit of the gas projects progress viz. budgeted costs, quality, and timelines, variation orders and time extensions and review the outcomes in order to ensure that the project specifications and parameters are met and project performance is maximized.
  • Review claim reports and lead the negotiation for claims and variation orders made for the project as and when required and control the approval process of all project variances in line with the procedures to ensure changes are incorporated in the project plan and schedules.
  • Lead the review and provide recommendations on project commissioning, handover timing and customer acceptance in line with agreed project parameters and standards.
  • Oversee and review individual/overall projects KPI & performance. Analyse the performance and recommend action plans.
