Job Description
Key Responsibilities: Budgetary Control
- Review purchase requisitions and monitor budget adequacy.
- Implement budgetary controls to ensure that expenditures are within budget and appropriate controls are in place.
Business Partnering Activities
- Manage the receipt and release of guarantees.
- Oversee the issuance of approvals for contractor assignments.
- Liaise with business partners within and outside DHRE to finalize contracts and transactions.
- Support the monitoring and execution of SLAs with shared services, ensuring consistent service delivery and compliance with performance KPIs.
- Collaborate with shared services and third parties on day-to-day activities, resolving issues and ensuring effective service delivery.
- Provide solutions to cross-functional issues in a fast-paced environment, proactively identifying problems and developing effective solutions.
- Contribute to corporate-level projects, supporting company goals and demonstrating adaptability.
- Maintain functional procedures, internal controls, and reporting in alignment with company policies, IFRS, and applicable laws and regulations.
Project Capex Review
- Review and allocate infrastructure costs and month-end accruals for projects, provision for EOT, claims, and other Capex activities.
- Prepare capital work-in-progress reconciliation at the project level.
- Review the allocation of DEWA costs across verticals.
- Assist in the review of substation cost-share calculations, ensuring accurate and fair charging to investors.
- Assist in impairment reviews of capital work-in-progress.
- Assist in reviewing payroll provided by the project teams to respective projects.
- Analyze project cost reports for both built-to-sell and infrastructure projects, identifying cost overruns or inefficiencies, and providing recommendations.
- Prepare ad-hoc reports and analysis as requested.
- Maintain strong relationships with key stakeholders across various departments to foster collaboration and alignment.
- Play a key role in optimizing accounts payable processes, ensuring timely and accurate vendor payments, and enhancing financial transparency.
Reporting and Audits
- Support shared services in monthly closing activities.
- Review project cost accruals, cost reports, and capital work-in-progress analysis provided by the project teams.
- Review Accounts Payable (AP - Opex and Capex) schedules and supplier reconciliations.
- Assist in statutory audit requests from the Reporting or Internal Audit teams, ensuring effective communication and timely provision of information.
Process and Policies Review
- Review and update accounts payable (AP) processes and policies, including segregation of duties.
- Participate in the implementation of Unifier (Oracle tool).
- Seek automation opportunities for controls across DHRE using financial systems and technology to enhance control design and effectiveness.
- Identify opportunities to streamline and automate AP workflows for increased efficiency.
IFRS / Accounting Technical Aspects
- Review monthly Percentage of Completion (PoC) calculations for DHRE projects, ensuring compliance with IFRS and collaborating with Development and Infrastructure teams for accurate revenue recognition.
Qualifications & Experience:
Minimum Qualifications:
- Chartered Accountant qualified or ACCA preferred.
- Advanced proficiency in Microsoft Excel.
Experience:
- At least 5 years of experience in a senior accountant or similar role.
- Audit firm experience preferred.
- Experience in the real estate industry is a plus.
- Proficiency in Oracle R12/Oracle Fusion and Salesforce ERP systems.
Other Requirements:
- UAE driver’s license required.
- Candidates must be immediately available
- This a 6 months renewable contractual position
