HSE Head – Renewable Energy (Wind & Solar)


Location: GCC

Job Summary:

We are seeking an experienced HSE Head to lead the Health, Safety, and Environmental (HSE) strategy for large-scale Wind & Solar energy projects (500MW+) in the GCC region. The role is responsible for establishing and enforcing HSE policies, ensuring compliance with local and international safety standards, and fostering a strong safety culture across all project phases. The ideal candidate will have extensive experience in EPC projects, risk management, and regulatory compliance within the renewable energy sector.


Key Responsibilities:

1. HSE Strategy & Leadership

  • Develop, implement, and maintain a comprehensive HSE strategy aligned with project goals and regulatory requirements.
  • Drive a culture of safety excellence across all project sites, ensuring zero harm to personnel and minimal environmental impact.
  • Monitor and enforce compliance with local GCC regulations, international HSE standards (ISO 45001, ISO 14001, OHSAS 18001), and client HSE policies.

2. Risk Assessment & Incident Prevention

  • Conduct risk assessments, hazard identification, and safety audits to mitigate potential risks.
  • Develop and implement emergency response plans, environmental management plans, and incident investigation protocols.
  • Lead incident investigations, root cause analysis, and ensure corrective actions are implemented effectively.

3. Compliance & Regulatory Coordination

  • Ensure all HSE processes align with GCC environmental, labor, and safety regulations.
  • Coordinate with government authorities, environmental agencies, and project stakeholders for necessary permits and compliance reports.
  • Stay updated on emerging safety laws, environmental regulations, and industry best practices.

4. Training & Workforce Development

  • Design and deliver HSE training programs for employees, contractors, and subcontractors.
  • Conduct toolbox talks, site safety briefings, and behavioral safety initiatives.
  • Foster a proactive approach to safety by encouraging reporting of near misses and unsafe conditions.

5. Site Inspections & Audits

  • Perform regular site inspections and safety audits to ensure compliance with safety protocols.
  • Lead HSE performance monitoring, reporting, and continuous improvement initiatives.
  • Implement technology-driven safety measures such as real-time monitoring and AI-based hazard detection.


Key Qualifications & Experience:

  • Education: Bachelor’s or Master’s degree in Health & Safety, Environmental Science, Engineering, or related field.
  • Experience:15+ years of HSE experience in large-scale Renewable Energy (Wind & Solar) projects.
  • Strong background in EPC projects, risk management, and regulatory compliance.
  • Experience in the GCC region, understanding local HSE laws and environmental regulations.
  • Skills:Expertise in HSE strategy, risk mitigation, and emergency response planning.
  • Strong leadership, problem-solving, and communication skills.
  • Ability to manage large multi-national teams and contractors.
  • Familiarity with ISO 45001, ISO 14001, and OSHA safety guidelines.
