Job Description
The objective of this role is to define the key responsibilities, competencies, and qualifications required for the position of Rail Operations Safety Advisor at Keolis MHI. This role plays a critical part in ensuring operational safety, regulatory compliance, and continuous improvement in safety performance within rail operations. The responsibilities outlined below are not exhaustive and may evolve to align with the organization’s needs.
KEY RESPONSIBILITIES
Strategic
- Support the Rail Operations Safety Manager in developing and maintaining the integrated management systems elements relevant to operational safety.
- Assist in the implementation of Just Culture and Behavioural Safety Programmes to improve the safety and sustainability culture of the organisation.
- Support the development and monitor the effectiveness of safety controls in place to prevent injury, illness, damage to property, plant, or the environment.
- Support functional departments in the development and implementation of safety performance indicators in line with external and internal requirements.
Financial
- Ensure compliance with budgeted resources for operational safety initiatives and training programs.
Stakeholder / Customer
- Develop reports for external parties such as government agencies, regulators, and clients as required; also support liaison with said parties as required.
- Ensure effective communication and coordination with key stakeholders, regulatory agencies, and internal teams regarding safety and compliance matters.
Operational
- Develop and implement an active monitoring program in line with organizational arrangements, including the completion of workplace and site inspections, documenting inspection findings and corrective actions.
- Monitor and report on employee ‘Return-to-Work’ programs where required.
- Support and/or coordinate emergency preparedness exercises.
- Undertake On-Call duties as per roster and report notifiable incidents to department leads, key stakeholders, regulatory agencies, and QHSE Director (where required).
- Lead/Conduct incident investigations to determine the root causes, contributing factors, and corrective actions.
- Support the development, review, and delivery of safety training courses, ensuring their conformance with legislative requirements and internal processes.
Capability / People
- Lead and manage safety drills/ webinars/meeting as delegated by the Line Manager.
DIMENSIONS
- Office environment. Occasional travel may be required.
- Staff are expected to be flexible and work anti-social hours during emergencies to ensure the safe
and effective operation of Dubai Metro.
- To be rostered for on call duty, once certified.

Technical Competencies
- Knowledge of railway organisational structures, standards, workflows, procedures, and terminology.
- Sound knowledge and understanding of safety-related legislations and compliance frameworks.
- Experience in the preparation and review of risk assessments.
- Auditing and/or investigation skills.
- Integrated Management Systems experience.
- Effective procedural development skills.
- Working knowledge of Microsoft Office (Excel, Word, PowerPoint) and BI tools such as Q-Pulse.

Education
- Ideally a degree holder with qualifications in NEBOSH Health and Safety Diploma or NEBOSH Health and Safety Certificate working towards NEBOSH Health and Safety Diploma.
Experience
- Preferably with experience in Health and Safety in a large industrial setting.
Skills / Training
Fluent in English.
Hold a valid UAE driving licence.
