Role Overview
The Quantity Surveyor will provide comprehensive commercial support across pre- and post-contract phases for large-scale infrastructure projects, from initial planning through project completion. This role involves cost estimation, contract management, and financial oversight to ensure project objectives are efficiently achieved. With a minimum of 7 years’ experience, ideally in the infrastructure sector, the successful candidate will collaborate closely with clients, contractors, and multidisciplinary teams to manage the full project lifecycle.
Key Responsibilities
Pre-Contract Management:
- Conduct feasibility studies, concept design evaluations, and detailed cost planning specific to infrastructure projects.
- Prepare Bills of Quantities, Pre-Tender Estimates, and tender documents, including instructions, tender analysis, and recommendations.
- Lead value engineering efforts to optimize costs while maintaining project quality and performance.
- Support contract negotiations and document preparation to ensure alignment with client objectives.
- Actively participate in design and commercial meetings to provide expert cost guidance and alignment with project goals.
Post-Contract Management:
- Oversee commercial contract administration, including interim and final account assessments and Monthly Cost Reports.
- Conduct re-measurements, assess payment applications, and manage contract variations and claims within infrastructure project scope.
- Administer insurances, bonds, and contract terms, ensuring compliance with infrastructure project requirements.
- Attend design and commercial meetings to monitor and report on budgetary and contractual compliance throughout the project lifecycle.
Requirements
Education:
- Degree (BEng/BSc) in Quantity Surveying or a related field from a recognized university.
- Professional membership (MRICS) preferred.
Experience:
- Minimum 7 years of quantity surveying experience, with at least 3 years in large-scale infrastructure projects.
- Proven expertise in cost estimation, contract management, and claims handling in transportation, utilities, or urban infrastructure sectors.
- Proficiency in QS software (Cost X or similar) and solid experience in project cost control and reporting.
Technical Skills:
- In-depth knowledge of infrastructure cost planning, tender document preparation, and Bills of Quantities.
- Familiarity with FIDIC contracts and commercial requirements for infrastructure projects.
- Strong skills in financial analysis, claims assessment, and risk management specific to infrastructure projects.
Desirable Attributes
- Experience working within the Middle East region, ideally in UAE’s infrastructure market.
- Excellent communication and presentation skills, with the ability to build effective client and stakeholder relationships.
- Demonstrated project background with strong technical writing ability and attention to detail.
