Regional QA/QC Manager – Site Operations Middle EastThe Regional QA/QC Manager will be responsible for strategizing, directing, and coordinating all aspects of the Site Operations QA/QC function.This role will involve creating, implementing, and maintaining innovative QA/QC practices and procedures to deliver high-quality engineering services and outputs. A core requirement of the role will be to ensure that AtkinsRealis’ approach to QA/QC within the construction projects it is supervising remains the most innovative.The Regional QA/QC Manager will be responsible for driving and ensuring the quality, accuracy, and functionality of all associated technology, and constantly pursuing better ways of working. This will include identifying, testing, and implementing digital platforms, software applications, websites, and other technology solutions.Regional QA/QC Manager Position Overview:The Regional QA/QC Manager will be responsible for leading the quality assurance and quality control e*orts for all Site Operations projects in the Middle East, ensuring compliance withindustry standards, client requirements, and regulatory guidelines. Key Responsibilities:• Develop and Implement QA/QC Plans: Create and enforce comprehensive QA/QC policies, plans, and procedures for engineering projects, ensuring alignment with industry standards and best practices.• Project Quality Oversight: Oversee the QA/QC activities across multiple engineering projects, ensuring adherence to quality standards and contractual requirements.• Quality Inspections and Audits: Conduct regular quality inspections, audits (internal & external), and assessments of engineering work, deliverables, and processes to identify non-conformities and areas for improvement.• Document Review: Review and approve project documentation, including specifications,drawings, and reports, to ensure compliance with QA/QC requirements.• Non-Conformance Management: Manage and resolve non-conformance issues by implementing corrective and preventive actions, documenting root cause analysis, and ensuring follow-up on solutions.• Standards Compliance: Ensure that projects comply with relevant codes, standards, and regulations (e.g., ISO, ASME, ASTM) applicable to engineering and construction.• Client Liaison: Communicate with clients on QA/QC matters, addressing qualityconcerns, providing reports, and ensuring client expectations are met.• Team Leadership: Lead, mentor, and train QA/QC sta* and project teams on quality standards, procedures, and best practices. Oversee and directly manage employees of QA/QC department with the line management responsibilities. Ensure operational efficiency and aligning team’s work with the organization’s goals.• Continuous Improvement: Actively participate in quality improvement initiatives,suggesting process enhancements and adopting best practices. Identify and implement quality improvement initiatives, fostering a culture of continuous improvement within AtkinsRéalis.• Performance Metrics: Establish, monitor, and report key quality performance metrics to stakeholders, providing data-driven insights to support decision-making.• Collaboration: Work closely with Project Directors, Resident Engineers, Engineers, and other stakeholders to ensure that quality requirements are fully integrated into project planning and execution. Work closely with software developers to understand requirements and ensure alignment on quality standards with customisation.• Risk Management: Identify quality risks in projects and implement risk mitigation strategies to avoid potential issues. Develop and monitor corporate and project level risk registers.• Document Control: Ensure all QA/QC documentation, including checklists, inspection reports, test results, and certifications, are accurately maintained and up to date.• Test Planning and Design: Create detailed, comprehensive, and well-structured test plans and test cases based on requirements and specifications.• Manual Testing: Perform thorough manual testing on digital products, including websites, mobile applications, and software, to identify bugs, glitches, and areas for improvement.• Automated Testing: Develop and maintain automated test scripts for repetitive and regression testing tasks, ensuring e*iciency and consistency in quality checks.• Defect Tracking: Identify, record, document, and track bugs and issues to closure using bug tracking tools like Jira, Bugzilla, or similar platforms.• Cross-Browser & Cross-Platform Testing: Ensure digital products work seamlessly across different browsers, devices, and operating systems.• Usability Testing: Evaluate the user experience and usability of digital interfaces, providing feedback for improvement.• Performance Testing: Conduct performance and load testing to ensure systems handle expected trafic and data volumes.• Compliance: Verify digital products comply with relevant standards and guidelines, suchas accessibility and security best practices. Qualifications:• BSc engineering (Civil, Mechanical, Electrical, or related field) or equivalent experience. Consideration will be given to bachelor’s degree in computer science, InformationTechnology, or a related field.• Certification in Quality Management (e.g., ISO 9001 Lead Auditor, ASQ Certified Manager of Quality/Organizational Excellence).• Minimum of 10 years of experience in quality assurance/quality control within an engineering consultancy or construction environment.• Strong understanding of QA/QC standards, methodologies, and practices in engineering and construction.• Familiarity with industry standards such as ISO 9001, ASME, ASTM, and other relevant quality standards.• Proven experience in leading and managing QA/QC teams.• Proficiency in using QA/QC software tools for digital products, websites, or software applications, document management systems, and quality databases.• Strong knowledge of QA methodologies, tools, and processes.• Strong analytical, problem-solving, and decision-making skills.• Excellent communication and interpersonal skills, with the ability to interact with clients, stakeholders, and multidisciplinary teams.• Attention to detail and a commitment to delivering high-quality results.• Strong communication skills, both verbal and written. Preferred Skills:• Experience with project management tools and methodologies (e.g., PMP®, Agile, Lean).• Knowledge of risk management and quality improvement methodologies (e.g., Six Sigma,Lean).• Proficiency in AutoCAD, Revit, or other engineering software is a plus.• Experience in a client-facing role within an engineering consultancy environment.• Experience with Agile/Scrum development methodologies.• Knowledge of Continuous Integration/Continuous Deployment (CI/CD) pipelines.• Familiarity with performance testing tools like JMeter, LoadRunner, or similar.• Basic understanding of version control systems (e.g., Git).
