About the job Policies & Studies Manager (UAE National)

Our client is a government entity who is responsible for implementing the government program to support the presence of Emiratis in the private sector "Nafis", setting a long-term strategy for training and qualifying Emirati talent, and developing guidance programs for Emiratis to raise the Emiratisation rate in the private sector, as well as creating initiatives, projects, and programs for training and recruiting Emiratis in the private sector.


The Policies & Studies Manager will lead a team in producing, designing, analyzing, and interpreting research to inform and improve policy-making related to Emiratization and the private sector labor market. Reporting to the Research and Policies Director, this role involves overseeing the development of research studies, managing relationships with internal and external stakeholders, and providing strategic recommendations based on evidence-based research. We are looking for an UAE national. 


Key Responsibilities:


  • Identify key research areas and produce reports that guide the employment ecosystem and Emiratization strategies.
  • Lead data analysis and visualization to understand labor supply and demand at macro and micro levels.
  • Develop sector-specific reports to support workforce planning and alignment with education.
  • Publish periodic flagship reports and conduct socio-economic impact assessments.
  • Conduct benchmarking exercises, extract best practices, and present insights to senior leadership.
  • Advise senior management on labor market requirements and policy matters.
  • Manage relationships with external stakeholders and transfer knowledge to build team capabilities.
  • Support budget preparation and implementation, investigate variances, and ensure cost control.
  • Implement department policies, systems, and processes in compliance with legislation and standards.
  • Contribute to performance objectives and continuous improvement of operational processes.

Qualifications:


  • Bachelors degree in Economics, Labour Economics, Public Policy, or a related field; relevant postgraduate degree preferred.
  • 6-12 years of experience in economics, labor market analysis, or employment creation.
  • Proficiency in data analysis, economic forecasting, and policy development.
  • Experience with innovative data analytics methods and multi-criteria policy analysis.
