Job Description

Marine Pilotage


• Piloting of vessels on a rotating shift basis for vessels of under relevant Grade by providing services in the capacity of a licensed pilot as per the SOPs.
• To undertake pilotage, berthing and unberthing operations as required by P&OML-DPW regulations.
• Advise the Ships Master and bridge team during the act of pilotage until ship is securely berthed, and on an outward bound vessel from the time of boarding until the master is satisfied and the ship is on a safe course clear of all hazards.
• Efficiently and safely utilize the harbour tugs and mooring boats assigned during a pilotage operations as required by the management.
• Complete and submit all necessary documents (electronic/hard copy) as required by the P&OML-DPW.
• if required, inspect ships from health & safety perspective before commencing act of pilotage to ascertain if the vessel is properly equipped/manned for safe pilotage operations.
• Advise the Harbor Master dept. immediately for any deficiencies observed on the piloted vessel.
• To act as POML-DPW representative to safeguard the port interest and coordinate between Ship’s Master and Port Authority while on board the vessel.
• Collaborate with the control room operators, monitor operations through various radio channels to communicate directly with ships, harbour crafts or other stations while observing port operations for the dispatch of pilots, pilot boats, tugs boats, mooring boat/gang to avoid delays to shipping.
• If required, visit the berthed vessels during inclement weather, collaborate with the port authority ensuring safety of the ships alongside.
• In an emergency, initiate agreed emergency procedures, direct movements of all available crafts, notify the Harbor Master of all emergencies thereby acting in the best interest of the port at all times.
• Advising ships master regarding local ports, customs and health regulation and enforce POML-DPW regulations in consultation with the Harbour Master and the Pilot Manager.
• To ensure that the allocated berth to the vessel is safe with respect to (amongst others) sufficient depth alongside, safe distances with other berthed vessels and clear from any obstructons etc.
• To undertake tasks not specifically referred to above but consistent with the role of Marine Pilot; for example, participation in meetings and on working groups and committees.


Knowledge update


• To have thorough knowledge of all bridge navigational equipment to assist in safe navigation of the piloted vessel.
• To successfully participate in simulator training as and when required.
• To effeciently operate, portable pilot units (PPU) as an aid to safely navigating/maneuvering a vessel as per SOPs.


Training & Development of others


• Participate in training program for Trainee/Progressive Marine Pilot to develop their competencies and skill to perform their pilotage duties safely and efficiently. Also, communication techniques and all associated administrative tasks.
• Support Trainees/Progressive Marine Pilot during the induction process to attain their authorization for the next Grade or for the the applicable Pilotage Area.


Others


• Any other functions customarily performed by a pilot / senior member of marine operations team as directed by the Line Manager.
• Assist and liaise with other departments as required by the management

• Safety Management System with reviews as appropriate
• Take corrective action to remedy safety hazards or risks and restore a safe working environment
• Maintain all files and records accurately to improve the efficiency of day to day activities and compliance with statutory and quality standards.
• To ensure compliance where appropriate with the Company's procedures and policies in compliance with ISO 45001:2018, 14001:2015, 9001:2015, ISM & MLC & ISPS, International industry & local legal requirements.


SELECTION CRITERIA


• Valid STCW Certificate of Competency (CoC) as Master Class ‘1’ (unlimited) or as appropriate.
• Minimum 5 years deep sea sailing experience, out of which last 2 year sailed as the Master (preferably with pilotage experience in a reputable port).
• Or, minimum 2 years “Chief Officer’s” experience on VLS (Very Large Ship) with pilotage experience in a reputable port.
• Federal Transport Authority (FTA) endorsement of Certificate of Competency (CoC), where applicable.
• Medical fitness certificate ENG-1 or equivalent, issued by FTA accredited private medical clinic.
• Seafarer’s (Discharge) book.
• Copies of ancillary short course.
• Police Clearance Certificate (Certificate of Good Conduct), where management required necessary.
• English Marlin test to be minimum 90%, where required.
• Psychometric Test.
• Computer literate.
