Job Description
The Overhaul Contract Manager position is to provide effective management and technical support to the service level agreement providers responsible for all aspects of Mechanical, Electrical, Plumbing & LTE engineering and maintenance overhaul works within the premises of Dubai Metro. This role ensures operational excellence by enhancing system reliability, efficiency, and safety for passengers, employees, and assets.
KEY RESPONSIBILITIES:
- Strategic
1. Assist the Mechanical and Electrical Engineering Manager and other technical support staff with the implementation of complex systems and new projects related Engineering & Maintenance facilities.
2. Perform and carry out duties as instructed/ directed by the Mechanical and Electrical Engineering manager, Head of Maintenance and the Engineering and Maintenance Director.
3. Ensure compliance with evolving industry regulations and standards.
- Financial
1. Meeting the Key Performance Indicators according to the targets agreed with the Electrical & Mechanical Services Manager. Specifically, for MEPS and elevators, travelators and escalators assets.
2. Manage the sub-contractors of Building Services and Mechanical, Electrical, Plumbing & LTE technical support section to ensure outputs delivered are to an appropriate standard on time and within budget.
3. Optimize resource allocation to enhance cost-efficiency while maintaining service quality.
- Stakeholder / Customer
1. Conduct periodic meetings with stakeholders to ensure alignment on overhaul and maintenance strategies and address concerns.
2. Work closely with contractors and service providers to ensure clear expectations, performance standards, and alignment with maintenance objectives.
3. Implement feedback systems to address stakeholder concerns promptly and enhance service reliability.
4. Carry out 24-hour on-call responsibility for incidents and emergency within its section.
- Operational
1. Assist the Mechanical & Electrical Engineering Manager and collaborate with the Services Engineers in the planning, budgeting, management and allocation of resources for all aspects of maintenance activities covering the Building Services including mechanical, electrical, plumbing, LTE overhauls.
2. Follow the relevant procedures and work instructions to ensure compliance with KM requirements.
3. Provide training, technical support and guidance on Mechanical, Electrical, Plumbing and LTE within the Engineering & Maintenance Department and to the KM organization at large.
4. Communicating with Control Centre Controllers.
5. Communicating with persons responsible for a Track Possession, Worksite or movements of rail vehicles within a Possession.
6. Conducting regular audits or reviews of maintenance practices to ensure consistency and identify improvement areas.
- Capability / People
1. Act as a technical expert to provide suggestions and guidance to the Mechanical and Electrical engineering overhauls team and the wider business to improve the existing procedures and work instructions, system modifications, new works planning and implementation.
2. Provide management back-up to the Mechanical and Electrical engineering managerial staff during periods of leave and when required.
3. Conduct performance review, disciplinary and grievance for direct staff and other contracted staff as appropriate.
4. Encouraging a culture of safety and continuous improvement within the team.
DIMENSIONS:
- Ensure SLA providers maintain accurate maintenance records for Mechanical, Electrical, Plumbing & LTE systems.
- Report to the Mechanical & Electrical Engineering Manager any safety critical damage to Engineering & Maintenance facilities that require specific expertise in a timely and efficient manner.
- Perform shift and emergency duties when required.
- Thorough understanding of all aspects of safety issues related to railway operations.
- Considerable knowledge in maintenance planning, preparing maintenance budget, maintenance plans and procedures, technical specifications, safety and quality plans and procedures as required.
- Office environment. Occasional travel may be required.
CHALLENGES
- Managing the diverse technical needs of various Mechanical, Electrical, Plumbing & LTE systems across a vast metro network.
- Ensuring adherence to safety standards while operating under tight deadlines and budget constraints.
- Balancing the demands of preventive maintenance and urgent repairs to minimize operational disruptions
EXPERIENCE
- Minimum 5 years relevant working experience in the design, testing and commissioning, maintenance of Mechanical, Electrical, Plumbing or LTE assets and facilities covering assets such as elevators, escalators, travelators, generators, tunnel ventilation system, environment control system, sliding doors.
- At least 5 years of supervisory and management experience with the ability to manage multiple sub-contractors, technical support team with an aim to minimize the system unavailability and asset life cycle costs of the Mechanical, Electrical, Plumbing & LTE.
EDUCATIONAL AND PROFESSIONAL QUALIFICATIONS
- Ideally a degree holder or higher diploma in mechanical, electrical or building services engineering discipline or equivalent experience
- Professionally qualified with membership of a recognized engineering institution
