About the job ORACLE FUSION HCM FUNCTIONAL LEAD
We are looking for an experienced Oracle Fusion HCM Functional Lead to drive and deliver end-to-end Oracle Fusion HCM implementations for clients in the UAE and broader GCC region. The ideal candidate will have strong hands-on experience across the complete Fusion HCM suite, deep understanding of UAE labor laws, and proven ability to lead functional teams and work closely with client HR/IT leadership.
Key Responsibilities:
Functional Leadership & Solutioning:
- Lead full lifecycle implementations of Oracle Fusion HCM modules, including:
- Core HR
- Payroll (including UAE statutory compliance)
- Absence Management
- Time & Labor
- Talent Management
- Compensation
- Benefits
- Recruitment & Onboarding
- Strong knowledge on SAAS And PAAS model applications
- Knowledge in developing
- Fast Formulas, Integrations, Security,
- Workflows, BIP, OTBI Reports, Dashboards
- Data Quality / Visualizations, Lean, Six Sigma
- Operating Procedures, Manpower planning
- Work with client HR, payroll, and IT teams to analyze business requirements, recommend Oracle best practices, and design future-state processes.
- Configure HCM Cloud modules, ensuring alignment with UAE-specific legal and statutory requirements.
Stakeholder Engagement & Workshops:
- Conduct requirement gathering sessions, CRP (Conference Room Pilots), UAT support, and training workshops.
- Act as a trusted advisor to client HR leadership, recommending system enhancements and process optimizations.
- Collaborate with Oracle support for any SRs (Service Requests) that require product clarifications or fixes.
Integration & Data Migration Support:
- Work with technical teams to align functional design with integration needs (e.g., payroll interfaces to UAE banks, regulatory bodies like MOHRE etc.).
- Oversee data conversion activities using Oracle HDL, ensuring data integrity and compliance.
Compliance & Localization Expertise:
- Ensure compliance with UAE labor laws, gratuity calculations, leave accrual rules, and pension requirements (especially for Emiratis and GCC nationals).
- Configure payroll and benefits in line with UAE legal reporting requirements.
Project Delivery & Team Coordination:
- Manage functional consultants (onsite and offshore) and oversee all functional deliverables.
- Support the Project Manager by identifying risks, dependencies, and mitigation plans related to functional scope.
- Ensure delivery is aligned with Oracle Unified Methodology (OUM) or client-specified delivery framework.
Skills & Qualifications:
- Minimum 10+ years of total experience, with at least 5+ years in Oracle Fusion HCM Cloud.
- Strong expertise in configuring Core HR, Payroll (UAE), Absence, and Time & Labor.
- Excellent understanding of UAE labor laws, payroll regulations, gratuity rules, and pension scheme processing.
- Experience in end-to-end implementations for UAE clients (preferably across government, semi-government entities).
- Experience in data migration (HDL) and reporting (OTBI, BI Publisher).
- Strong documentation skills for functional design, test scripts, and user manuals.
- Experience working in onsite-offshore delivery models.
- Excellent client-facing, presentation skills.
