Job Description

 Job Profile: The incumbent will be accountable to for managing and optimising the end-to-end operations of the division, encompassing. production, erection, project execution, client management, and adherence to the highest standards of quality, safety, and efficiency. The incumbent will serve as a key liaison between on-the-ground teams and back-office functions to ensure operational continuity and deliver projects on time and within budget. Reporting directly to the Deputy Director, the Operations Manager will manage a multidisciplinary team, including the Factory Manager and Site Project Manager, driving continuous improvement across all operational areas.

Production Oversight:

  • Oversee daily production operations within the steel fabrication factory, ensuring output meets both quality and delivery requirements.
  • Collaborate with the Factory Manager to develop and monitor production schedules, implement lean manufacturing processes, and optimize resource utilization.
  • Identify bottlenecks and implement process improvements to enhance production efficiency and throughput.
Projects Management:

  • Work with the Project Manager to ensure timely and quality execution.
  • Ensure all projects are executed on time, within scope, and in compliance with client requirements.
  • Drive effective resource planning & allocation, balancing factory and field operations to meet project milestones.
  • Troubleshoot and resolve on-site technical issues, delays, or risks in coordination with site managers.
  • Liaise with engineering, procurement, and site teams to resolve any challenges related to site erection, resource allocation, or logistics.
  • Back-Office Functions Coordination:
  • Serve as the key liaison between operations and support functions such as HR, Finance, Procurement,
  • Planning, Cost Control, Supply Chain, and Logistics.
  • Ensure that all relevant departments are aligned on operational goals and timelines, facilitating smooth communication and workflow between teams.
  • Work with Procurement to guarantee the timely supply of raw materials, steel components, and other essential resources.
Budgeting and Cost Control:

  • Collaborate with Finance and Cost Control teams to manage and control operational budgets.
  • Monitor expenditures related to factory operations, site erection, and logistics to ensure cost-effective. project delivery.
  • Contribute to forecasting and financial planning activities, ensuring alignment between operational strategies and financial targets.
Client & Stakeholder Engagement:

  • Act as the primary operational point of contact for clients, ensuring that their expectations are met and exceeded.
  • Lead regular client meetings and site visits to provide progress updates and address any issues or concerns.Drive client satisfaction by delivering high-quality, timely solutions, ensuring effective issue resolution and long-term relationship building.
  • Maintain effective relationships with key internal and external stakeholders, including regulatory bodies,contractors, and vendors.
  • Foster a collaborative environment among site teams, factory workers, and corporate departments to ensure seamless project delivery.
Operational Excellence:

  • Lead initiatives focused on lean manufacturing, Six Sigma, and other continuous improvement methodologies to enhance operational efficiency, reduce costs, and increase production capacity.
  • Drive innovation across production and site operations by introducing new technologies, equipment, and best practices.
Quality Control & Quality Assurance:

  • Implement and oversee quality control measures across production and erection processes to ensure that output meets industry standards, client specifications, and internal benchmarks.
  • Lead root cause analysis for defects or issues, implementing corrective and preventive actions to drive continuous quality improvement.
HSE (Health, Safety, and Environment):

  • Drive HSE compliance across all factory and site operations in accordance with local, international, and company standards.
  • Collaborate with the HSE team to implement rigorous safety programs, conduct risk assessments, and. ensure a culture of safety throughout the organization.
  • Ensure all equipment, processes, and personnel operate in a safe and environmentally responsible manner.
Process Optimization:

  • Continuously assess and refine operational workflows, eliminating inefficiencies and streamlining processes. across the steel division.
  • Use data-driven insights to make strategic decisions on resource allocation, workforce management, and equipment utilization.
People Management:

  • Lead, mentor, and develop a high-performing operations team, fostering a culture of accountability, collaboration, and continuous improvement.
  • Conduct performance reviews, set team objectives, and provide guidance to Factory Manager and Site
  • Project Manager on improving operational performance.
  • Identify skill gaps within the operations team and work closely with HR to develop training programs that enhance technical and leadership capabilities.
  • Encourage a culture of innovation and problem-solving by empowering teams to identify and implement improvement initiatives.HIGH LEVEL
KEY PERFORMANCE INDICATORS

  • Target Production Output: Achieve and maintain at least 95% of the planned monthly production output. for steel manufacturing and fabrication.
  • Cycle Time Reduction: Reduce the average cycle time for key production processes by 10-15% within the first year.
  • Operational Downtime: Maintain operational downtime at less than 3% by implementing preventive maintenance and operational scheduling.
  • On-time Project Delivery: Deliver at least 95% of projects on or before the scheduled deadline, without compromising quality or safety.
  • Cost Variance: Ensure project execution within 5% of the approved project budget through effective cost control and resource management.
  • Erection Efficiency: Improve erection efficiency on site by reducing rework and delays by 10-15% year over year.
  • Accident Frequency Rate (AFR): Maintain an AFR of less than 1.5 incidents per 1,000,000 man-hours.
  • Rework Rate: Maintain a rework rate of less than 2% on production and erection activities.
  • Client Satisfaction Score: Maintain an average client satisfaction score of 90% or above on project delivery, quality, and responsiveness.
  • Cost Savings Initiatives: Implement cost-saving initiatives to achieve a 5-10% reduction in operational expenses within the first year.
  • Budget Adherence: Ensure that at least 95% of the projects are delivered within the approved budget limits.
  • Inventory Turnover Ratio: Maintain an optimal inventory turnover ratio (target: 6-8 times annually) to minimize holding costs while ensuring production continuity.
  • Lean Process Implementation: Implement at least three Lean Manufacturing or Six Sigma initiatives within the first year to optimize operations.
  • Compliance Documentation: Ensure 100% compliance in the submission and documentation of regulatory and legal requirements.


Requirements
  • Bachelor’s degree in Mechanical, Industrial, or Civil Engineering, or a related field
  • Relevant certifications in Six Sigma, Lean Manufacturing, Project Management (PMP), or HSE are preferred.
  • Minimum of 15+ years of experience in operations management within the steel, construction, or heavy manufacturing industries, with a strong focus on steel production, erection, and project management.
  • Strong knowledge of steel production processes, including fabrication, welding, and installation.
  • Hands-on experience with ERP systems and other operations management tools.
  • Familiarity with local regulations and international standards governing steel operations, HSE, and quality assurance.
  • Proven track record of leading large operational teams, managing factory and site operations, and driving high performance cultures.
  • Experience managing cross-functional teams and interfacing with multiple departments such as finance, procurement, and logistics.
  • Strong analytical and problem-solving skills, with the ability to troubleshoot complex operational issues and implement effective solutions.
  • Ability to think strategically and translate business goals into actionable operational plans.
  • Exceptional client management skills, with the ability to build trust and credibility with high-level stakeholders.
  • Experience in managing multi-million-dollar projects with a client-focused approach.
