Job Purpose

Process Service Requests and Develops diverse contracts to cover Company requirements for Services, Construction, Maintenance, Manpower, Consultancy, Shipbuilding/Dry Dock, or Other Services, etc. through optimal contracting strategies and plans. Responsible for ensuring compliance with all contractual and commercial terms and conditions of Projects. Evaluate claims/requests for contract variations and conduct regular follow-up until closeout of contract file.




Key Accountabilities

• Receive Assigned Service/Contract requests from respective Team Leader.
• Review the scope of the Service/Contract requests for any clarification from the respective end user.
• Identify the relevant and registered bidders.
• Controls the prequalification of bidders (if required) ensuring proper coordination with User Div./Dept., proper registration, relevant experience, correct capability, and willingness of contractors, etc.
• Prepares and follow-up the process of obtaining bidders list & strategy approval as per ADNOC Policies and procedures ensuring proper distribution of opportunities among the registered contractors and applying judgment to match requirements of the specific jobs with the capabilities of the proposed
bidders.
• Review User Scope/BOQ/Spec., schedule, and tendering, change order, etc., type of contract (EPC, Consultancy, etc.) and method of compensation (lump sum, unit rates, cost plus, etc.).
• Prepares tender documents after ensuring completeness and clarity of scope and specification of works and services from technical, legal, financial, and contractual viewpoints.
• Coordinate with user Div./Dept all Tenderer requests for clarifications and the issuance of Tender Bulletins and later Tender Clarifications.
• Coordinates the transfer of technical copies of bids and oversees the technical evaluation thereof ensure integrity of tendering procedure.
• Ensures the finalization and apply Due Diligence check on the technical evaluation prior to deciding to open the Commercial bids of the technically acceptable bidders.
• Conduct comprehensive commercial analysis and coordinate with Sr. Contracts Officer on the next course of action.
• Part of Company negotiation team with bidders as per Delegation of Authority.
• Controls the techno-commercial evaluation of bids from financial, contractual, and technical points of view, and evaluates the winner among the bidders. Prepare and obtain approval of the Award Recommendation Report as per ADNOC Policies and procedures.
• Prepares and follow-up the issuance of Letter of Award/Service Order.




Job Specific Accountabilities

• Prepare agreements after incorporating all technical and contractual issues such as proper approval, contract price, schedule, bank guarantee and insurance, etc. Ensure User review toward finalizing signature of agreement by Company authorized position and the contractor.
• Reviews the performance of contractors and reports to Contracts Team Leader on his/her findings.
• Participates, as required, in the Evaluation Committee meetings on prequalification of contractors/consultants.
• Interprets contractual obligations. Liaises with Finance Division and Corporate Planning, Internal Audit and Legal on matters relating to such contracts.
• Advises on all commercial and contractual aspects pertaining to variation/change order packages.
• Reviews claims, evaluates them in the light of contractual obligations and advises on appropriate steps to be taken.




Minimum Requirement
  • Bachelor’s degree in Engineering discipline or equivalent.
  • 5 years of experience, preferably in the Shipping or Oil & Gas industry.
