Job Description
The purpose of this position is to provide effective management and technical support to the service level agreement providers responsible for all aspects of Mechanical, Electrical, Plumbing & LTE engineering and maintenance works within the premises of KM Dubai Metro.
KEY RESPONSIBILITIES:
- Assist the Mechanical & Electrical Engineering Manager and collaborate with the Services Engineers in the planning, budgeting, management and allocation of resources for all aspects of maintenance activities covering the Building Services including mechanical, electrical, plumbing and LTE.
- Supervise and manage all the sub-contractors working for the Mechanical and Electrical Engineering department as part of a Service Level agreement (SLA) and in accordance with KM procedures and contract.
- Supervise and oversee all aspects of technical support activities pertaining to the section of Mechanical and electrical engineering including engineering and maintenance work management, design modification, system assurance, technical support, preparation of maintenance procedures and work instructions, coordination work of engineering and maintenance works planning, possession scheduling and timetable, health, safety, quality and environment plans and procedures.
- Carry out on-site periodical inspection on maintenance work of sub-contractors including mechanical, electrical, plumbing and LTE requirements; paying special attention to critical areas of the railway pertaining to Mechanical, Electrical, Plumbing & LTE.
- Act as a technical expert to provide suggestions and guidance to the Mechanical and Electrical engineering team and the wider business to improve the existing procedures and work instructions, system modifications, new works planning and implementation.
- Follow the relevant procedures and work instructions to ensure compliance with KM requirements.
- Provide management back-up to the Mechanical and Electrical engineering managerial staff during periods of leave and when required.
- Provide training, technical support and guidance on Mechanical, Electrical, Plumbing and LTE within the Engineering & Maintenance Department and to the KM organization at large.
- Carry out 24-hour on-call responsibility for incidents and emergency within its section
- Ensure SLA providers maintain accurate maintenance records for Mechanical, Electrical,Plumbing & LTE; report to Mechanical and Electrical engineering manager any safety critical damage to Engineering & Maintenance facilities that require specific expertise in a timely and efficient manner.
- Assist the Mechanical and Electrical engineering Manager and other technical support staff with the implementation of complex systems and new projects related Engineering & Maintenance facilities.
- Perform shift and emergency duties when required.
- Support the designated department with the configuration control of the Metro asset and with the programme of technical audits;
- Conduct performance review, disciplinary and grievance for direct staff and other staff as appropriate.
- Perform and carry out duties as instructed/ directed by the Mechanical and Electrical engineering manager and the Engineering and Maintenance Director
- Technical, Financial and People Accountabilities
- Meeting the Key Performance Indicators according to the targets agreed with the Electrical & Mechanical Services Manager. Specifically, for MEPS and elevators, travelators and escalators assets.
- Manage the sub-contractors of Building Services and Mechanical, Electrical, Plumbing & LTE technical support section to ensure outputs delivered are to an appropriate standard on time and within budget.
- Communicating with Control Centre Controllers.
- Communicating with persons responsible for a Track Possession, Worksite or movements of rail vehicles within a Possession.
- Practical training or the supervision of practical training in any of the tasks defined as safety critical.
KNOWLEDGE REQUIRED
- Thorough understanding of all aspects of safety issues related to railway operations.
- Considerable knowledge in maintenance planning, preparing maintenance budget, maintenance plans and procedures, technical specifications, safety and quality plans and procedures as required.

EXPERIENCE
- Minimum 5 years relevant working experience in the design, testing and commissioning, maintenance of Mechanical, Electrical, Plumbing or LTE assets and facilities covering assets such as - elevators, escalators, travelators, generators, tunnel ventilation system, environment control system, sliding doors.
- At least 5 years of supervisory and management experience with the ability to manage multiple sub-contractors, technical support team with an aim to minimise the system unavailability and asset life cycle costs of the Mechanical, Electrical, Plumbing & LTE.
EDUCATIONAL AND PROFESSIONAL QUALIFICATIONS
- Ideally a degree holder or higher diploma in mechanical, electrical or building services engineering discipline or equivalent.
- Professionally qualified with membership of a recognised engineering institution.
