DAY TO DAY OPERATIONS
Establish the project procurement requirements and prepare the procurement plan for the EPC projects. Develop manpower plans for the EPC procurement department, lead recruitment and selection of personnel, clearly define job descriptions and personal goals, and perform performance reviews for all procurement personnel. Is responsible for directs and gives guidance to the assigned project team on procurement matters. Manages the procurement team members on project-related procurement matters, safeguarding the company's interests. Preparation of project man-hour budgets and planning for the Procurement activities on a project Preparation of the project procurement plan, based on the company procedures, practices, standards, and project-specific requirements. Supervise the proper use of the project procurement procedures, tools, and systems. Reporting of progress on the project procurement activities. Maintaining in-depth knowledge of the worldwide best-in-class vendors and logistics in the market. Ensure efficient and effective claim management and avoidance with vendors. Conduct major negotiations and commitments with vendor packages. Coordinate project scope changes in relation to procurement. Lead all procurement activities in issuing and receiving proposals, right from RFQ to PO and post-PO activities/management. Assist colleagues with a high workload. Managing and learning of current and future working methods and software applications.
MINIMUM QUALIFICATIONS
Prefer Bachelor’s Degree in Business or Supply Chain Management (CIPS or equivalent) OSHAS, Risk Management Typically has 10 years plus of domestic and/or international experience as a project procurement. Procurement experience in the O&G or petrochemical industry. Project Procurement Manager in a global EPC company executing contracts in key industries, such as oil and gas, LNG, petrochemical, chemical, power, nuclear, and water, with typical procurement experience ranging from 5 to 10 years. Prefer lump sum turnkey and modular experience. Understanding of all areas of contracting, procurement, warehousing, inventory, and logistics management. Demonstrates broad knowledge of the procurement process. Able to effectively communicate commercial solutions and concepts to procurement personnel and non-procurement personnel. Familiar with procurement procedures, standards, and codes. Ability to deal with pressure and stressful situations. The typical experience in the Global Requirement Guide must be read as a guideline only. Good knowledge of up-to-date shipbuilding and offshore construction processes. Experience in dealing with construction projects, commercially, contractually, and financially aware to ensure successful management of all financial aspects of the projects.
Experience in estimation, cost planning, and evaluation of claims.
Computer Proficient: MS Office, AutoCAD, MS Project.
