Job Summary:



Raytheon Emirates Limited (REL) plans, proposes, executes and supports projects in the United Arab Emirates (UAE), partnering with its parent businesses and local industry to deliver contracted capability outcomes to military and UAE government organizations.
Raytheon Emirates is seeking an experienced Program Manager to lead and manage a portfolio of projects. This portfolio may comprise up to 6 individual projects of various sizes, one of which may be valued at up to $70M, with a total portfolio value of $100M. The Program Manager is responsible for the day-to-day design, solution development, and management of projects to satisfy contractual and internally defined requirements. Focused on achieving the business objectives of the company, the Program Manager will ensure that project operational and financial outcomes are within the contracted statement(s) of work.
Development and maintenance of an effective working relationship with military and government organization customers will be necessary to understand their needs and priorities.
An Emirati national is preferred for this role.
This role is located in Abu Dhabi, United Arab Emirates reporting to the Senior Director, Programs.

Responsibilities:



Lead the planning, coordination and management of program operations, including risk and budget management, in accordance with the company’s policies and procedures. Establish and implement plans, strategies and milestones for the projects and monitor adherence to project master plans and schedules. Develop, manage, maintain and report project status and progress according to the customers' key performance indicators. Assess, identify and manage project risk and opportunity in line with the company’s policies and procedures, and ensure compliance with relevant standards, legislation and regulations. Support bid and proposal efforts at REL, working with RTX businesses as necessary. Identify and pursue opportunities to provide additional services and support to the customers and other emerging businesses to support the company's growth goals. Identify, facilitate and support continuous improvement and efficiency initiatives throughout the project’s lifecycle. Develop and maintain effective relationships with a broad range of stakeholders, including internal stakeholders, customers, vendors, suppliers and contractors. Provide supervision, coaching and development recommendations to team members and ensure that they have the required capability and capacity for assigned tasks. Manage team performance to achieve business goals and objectives through use of the performance and development cycle. Work in close collaboration with other team leads, senior managers, and discipline/functional leads regarding overall resource availability and competency to deliver outcomes most effectively and efficiently. Lead, motivate and develop the program team to deliver the contracted project outcomes and beyond by keeping up to date with emerging processes and practices relevant to services / programs / products delivered. Act in accordance with the company expectations relating to professional workplace behavior, maintaining confidentiality and health and safety. Flexibility in hours may be required on an ad hoc basis. Undertake other duties as deemed relevant to program and operational requirements and within the technical competency of the role.

Qualifications and Experience You Must Have:



A University degree in Program Management, Business, Logistics, Science, Technology, Engineering, or Mathematics (STEM) or other relevant discipline Minimum of 7 years prior relevant experience Practical knowledge of leading and managing the execution of processes, projects and tactics within a work area. Experience managing a small to mid-sized team consisting of experienced professionals and leading, directing and reviewing the work of a team who exercise latitude and independence in their assignments. Experience in the establishment and management of integrated schedules, relevant experience in strategic planning and ability to identify conflicts and priorities at varying levels of complexity. Experience in solution and proposal development, including financial and commercial aspects. Proven experience in complex project management, including:+ Managing complex lines of communication with customer and stakeholders.
+ Managing variable backlog or schedule with compounding interactions that create frequent utilization challenges.
+ Complex requirements where some are poorly defined and/or are volatile.
+ Managing environment specific hazards using shared resources.

Demonstrated ability to lead by influence and collaboration Experience with naval or aerospace programs Experience managing projects within Defense or Defense industry Detailed understanding of specific technologies applicable to relevant domains Has led a project team(s) that may include members from external organizations and some embedded functional teams. Has led teams and key suppliers who are geographically dispersed and working in different time zones. Multiple / complex lines of communication with customers and stakeholders are very active and require careful management. Able to make decisions that consider political factors.
