Job Purpose

1.    Identify, develop, and execute energy efficiency projects, programs and initiatives for ENOC Group including Dragon Oil to meet its strategic objectives and achieve tangible savings.   
2.    Monitor the energy performance of ENOC Group and its Business Units including Dragon Oil through a set of KPIs and suggest measures to improve the energy performance of ENOC.
3.    Assist business units to implement ENOC Energy & Resource Management Strategy by identifying suitable projects. 
4.    Develop, implement, and deliver energy & resource management services and technical energy audits.
5.    Conduct related energy and resource awareness and technical training programs for ENOC Group including Dragon Oil.
6.    Develop culture of energy and resource conservation.
7.    Act as the reference authority for all ENOC energy and resource management matters.
 




Principal Accountabilities

Designs and develops energy and resource policy, strategy, standards, manuals, guidelines, procedures and code of practice for approval by ENOC management to improve energy management and reduce energy and resource consumption, carbon footprint, cost and risk and ensure compliance with regulatory requirements. In addition, maintains the policy and the mechanisms for ensuring that the policy is communicated, understood and used throughout the group. 
Leads Energy & Resource Management System audit, integrated management system and comprehensive Energy & Resource audits to minimise risks to the business.in addition, leads and conducts review of Energy & Resource Management studies/measures/designs for new projects, assessments and energy and resource management systems.
Develops carbon reduction strategies, clean development mechanism, carbon finance and Green House Gas emissions (GHG) accounting for ENOC business units. 
Guides the business units during the project life cycle to comply with international and local regulations related to green building concept. In addition, develops and reviews “Request for Proposal” document, scope of work for consultants/third parties which are engaged by any operating business unit and used for projects to ensure that they are in line with the corporate policies/standards/guidelines, approved codes of practice and the local rules and regulations to obtain timely regulatory approval and avoid unnecessary costs.
Establishes synergies between ENOC business units to further the objectives of energy and resource optimizations and reduce costs. In addition, develops primary energy performance objectives and metrics for ENOC and its business units by using statistical methods and produces reports on a monthly, quarterly and annual basis showing performance trend and deviation from the baseline and targets to reduce energy and water consumption and carbon emissions in line with the aspirations and sustainability vision of Dubai and UAE.
Coordinates with ENOC corporate departments and business units to gather periodical data requested from governments on energy and resources and reports the data in a quarterly basis and upon governments’ set deadlines.
Reviews Energy & Resource Management business plans of the business units to ensure that they are in compliance with sustainability objectives and government guidelines/directives and develops mechanism to review implementation and supports energy performance improvement project owners to develop a strategy for the measurement & verification of energy-saving projects at a corporate level (i.e., not involved at project level). Identifies new projects and areas of improvement related to energy efficiency keeping apprised with local and international standards and evaluates the effectiveness of energy efficiency projects and prepares financial models related to payback from conservation projects including an understanding of ROI, life cycle costing and internal rate of return and report results. In addition, develops and maintains a register of opportunities listing the significant energy areas and improvement




Additional Principal Accountabilities

 opportunities in ENOC and its business units and utilizes the register to track the implementation of energy performance improvement projects and the savings achieved.
Benchmarks energy performance indicators with the ENOC’s past performance and Best Available Techniques (BATs) to identify gaps and recommends performance improvement measures backed by in-depth financial calculations showing the attractiveness of the investment. In addition, benchmarks ENOC current practices of energy efficiency standards against prevailing practices in the industry and local market.
Develops Energy Optimization Framework describing the steps to incorporate energy performance while designing new plants/expansion projects to align such projects with ENOC’s overall vision on Sustainability. 
Develops evaluation criteria to support the Engineering/Purchase departments for evaluating the purchases of energy intensive equipment on the basis of life cycle energy cost.
Evaluates projects related to ENOC Sustainable Energy Fund and make suitable recommendations for management approval. In addition, identifies and promotes clean and renewable energy projects within the ENOC Group and guides business units to scout appropriate technologies to achieve net-zero.
Explores avenues to develop new business streams to promote new and clean energy and generate additional revenue for ENOC Group.
Identifies data gathering systems to keep track of energy efficiency performance within the Group.   
Develops, establishes and assesses legislative compliance affecting the energy performance of ENOC and its business units and energy aspects register for relevant group companies and updates the same as legislation changes. In addition, influences regulatory authorities to develop suitable legislation in respect of energy and resource management.
Keeps abreast of technological, legal and professional matters and changes associated with energy and resource utilisations’ legal requirements. Leads pilot studies on achieving best practices on energy. Conducts research and development on latest energy and resource best practices for energy and resources betterment programs.
Designs, develops and conducts technical and awareness training programmes for ENOC group companies and staff and external interested parties.
Establishes core energy team within ENOC Group involving all the business units with the management's consent with the mandate to improve the energy performance of ENOC. Guides the creation and development of charters for ENOC Group Energy & Resource Management Steering and Technical Committees.
Promotes and represents ENOC Group of companies in appropriate forums such as regulatory bodies, interindustry and government technical committees related to energy and resource management and influence the regulations directly affecting ENOC business to enhance ENOC’s image as an energy efficient responsible company. In addition, presents technical papers related to energy in reputed international conferences/forums. 
Plans and publishes ENOC Energy & Efficiency Report every alternate year based on various inputs from the business units and the corporate departments. Engages a competent third-party service provider to collate, analyse, develop and design the report for circulation among stakeholders.   




Experience

Master’s degree in Chemical or Energy Engineering (with Bachelor’s in Engineering similar considered with commensurate experience). 
Certified lead auditor for ISO 50001, Certified Energy Auditor certificate/Certified Energy Manager from the Association of Energy Engineers or from equivalent national authority, ISO14001, ISO 9001, OHSAS 18001, UNEP Finance Initiative (UNEP FI) on climate change: risks and opportunities for the finance sector and preferably at least 1 year experience in developing and assessing business excellence models such as EFQM, DQA award etc.
Certified Energy Manager is a requirement. In case not certified there should be willingness and ability to obtain CEM certification within a reasonable timeframe. Relevant industry certifications preferred (e.g., PE, CWEP, CEA, BESA, EBCP, LEED).
A minimum of 10 years’ post qualification experience out of which a minimum of 5 years of experience is required in energy and quality management in oil, petrochemical and/ or chemical industry.
Experience in managing energy projects in a heavy manufacturing or heavy industrial environment required and analysing different types of energy (electricity, steam, natural gas, renewables, etc.) along with their ROI, efficiency, initial capital expenditures, etc. required.
Ability to carry out establishment energy conservation practices and procedures. 
Ability to effectively interface with employees, contractors, utility company representatives and others.
Building, facility, or construction knowledge is required. Considerable knowledge of HVAC systems and controls. Knowledge of energy management computer operation and programming. Knowledge of energy conservation techniques and practices with specific application to large buildings.
Experience in clean development mechanism, green buildings, carbon finance, GHG accounting, energy management, life cycle assessments and carbon reduction strategies. 
Analytical and research skills, including data analysis and investigative analytical skills and ability to research and present key information in a clear and concise way. 
In depth understanding of local and international requirements approved models for energy and resource management and efficiency. 
Good interpersonal and communication skills, including confident written and verbal communication. Excellent managerial, organisational and presentation skills.
High level of computer literacy (e.g., Microsoft Office programs, analytical software).
