Lead Proposal Engineer - Lead multi-discipline EPC Bid Proposals - Study Tender docs in order to gain a clear overall understanding of the construction method. - Lead in issuing Subcontract ITBs. Attend Bid Clarifications. Evaluates Bid Tabs with recommendations, to include in Resume. - Review Material Bid Tabs to and make recommendation in Tender Resume. - Liaises with other departments to ensure Tech. & Commercial inputs issued on time. - Attend Client Meetings to clarify technical and commercial issues. - Prepares Cost Estimates on Tender Scope of Work. - Coordinate with Estimators to finalize manpower, paint and materials requirements. - Prepares Tender Resume (cost summary) for reviewing by Tender Committee and finalize. - Prepares Technical and Commercial Proposals and obtain Management approval in order to submit on time. - Following award of Contract, issue Handover Documents. - Interacts Client for reviewing and signing of final Contract Agreement. - Supervise, guide & appraise staff. - Compliance in accordance with HSE Standard / Quality Standards.
Skills Required
- Degree in Engineering, preferably Mechanical, Electrical & Instrumentation or Civil. - 10 years Experience in the Proposal / Estimation function in Oil & Gas Sector. Project Management experience will be an advantage. - Sound multidiscipline technical knowledge. - Well developed planning and organizational skills. - Good negotiating and influencing skills. - Good Analytical skills and Time management awareness. - Good presentation skills. - Strong commercial awareness. - Integrity, dedication and loyalty. - Good Computer skills. - Good communication skills (written and spoken English) with report-writing skills. - Self-motivated, Proactive and a good team leader. - Knowledge of contractual matters. - Knowledge of automation and improved estimation techniques. - Safety and quality conscious.
