Job Description
Job Purpose:
- This role will be reporting directly under Proposals & Estimation Manager and leading the efforts for preparing, coordination and compiling technical / commercial proposals for all the tenders in [Oil & Gas, Petrochemical vertical] and support other tenders in energy and infrastructure.
- To liaise during the technical proposal phase between various team members of Proposals & Estimation Department as well as intra-company departments e.g. Sales, Projects, Procurement, Construction Disciplines, HR, Finance, Contracts, and other external stakeholders and compile a competitive and winning techno-commercial proposal.
- To be responsible and work closely with Line Manager for estimation of entire proposal scope of work, review and compile techno-commercial bids received from subcontractors and suppliers and prepare the full project cost by application of established norms, databases and capitalizing other estimators in the department.
- Participate in technical clarification meetings and close out comments from clients / main contractors.
Overall responsibilities:
- Review technical proposal and recommend bid-no-bid analysis to Line Manager and prepare SWOT analysis.
- Responsible for preparing, coordinating and compiling techno-commercial proposals. Review specifications, drawings, and attend meetings, etc. to determine scope of work and required contents for estimation.
- Ensure the quality of technical proposals and estimation is done in all aspects to avoid any scope creep or cost estimation missing.
- Ability and experience to both lead and contribute in detail to all aspects of estimates, including detail of MTO’s, BOQ’s, unit rates and factored approaches.
- Participate in technical clarification meetings and close out comments from clients / main contractors.
Duties & day to day responsibilities:
TECHNICAL PROPOSALS
- Actively contribute to preparing a response to EOI’s and pre-qualifications.
- Provide technical expertise for all sizes of projects, this includes reviewing RFT / tender documents, analysing and preparing bid-no-bid analysis and preparing recommendation report to Proposals & Estimation Manager. Prepare tender kick-off meeting presentation and explain the scope of the work to all the team members in the company who shall be assigned as per responsibility assignment matrix.
- Prepare responsibility assignment matrix and coordinate, expedite and collect the inputs and deliverables from internal team members and external subcontractors and suppliers.
- Perform site visits and attend client presentations for scope clarifications, coordinate LOA for site visits.
- Identify from tender documents by reviewing contract and preparing a list of contractual obligations like milestones, LD, and special contract conditions and discuss with Contracts Manager and Proposals & Estimation Manager and identify the risks.
- Collaborate with the planning engineers for preparing the project schedule, manpower and equipment histogram.
- For the assigned tenders wherever applicable, regularly conduct meetings with engineering subcontractors for FEED review or engineering support during tendering stage and for LLI’s pre-bid delivery negotiations with suppliers and vendors.
- Lead the effort for technical proposal, this involves discussing the technical aspects of execution strategy e.g. engineering, procurement, construction, subcontracting and yard / warehousing, camp accommodation and logistics. Work closely with Planning Engineer and other department to prepare the resource planning and identify the resources and machinery needed for execution.
- Bifurcate SOW into different packages and discipline wise as required. Ensure that SOW accurately assigned while splitting and sending inquiries to subcontractors and suppliers wherever applicable.
- Work closely with other estimation team members and Project Manager and Sr. Project Engineer and prepare detail scope of work and set up baseline for all disciplines (Civil/Structural/Mechanical/Piping/Pipeline/I&C/Electrical).
- Prepare project WBS, activity breakdown and finalizing work packages for all disciplines.
- Preparing RFQs for package items, bulk and subcontracting services required for the project. Assign responsibilities to estimators and engineers for floating the RFQs, receiving and responding to their queries, receiving their bids/proposals, doing bid evaluation in consultation with the technical team.
- Work closely with Planning Engineer and Projects Department for preparing and finalizing construction crew composition and productivity basis for all project activities.
- Participate in intra-company and third-party audits and ensure that department policies and procedure are adhered.
- Maintain confidentiality and ensure that the confidential data and information is protected within the department.
- Monitor the need of establishing various templates, processes, norms and libraries for data to become available to others department estimators.
- Coach and mentor other proposals & estimation engineers in the department and capitalize their knowledge and competencies and identify the areas for improvement.
COST ESTIMATION & COMMERCIAL PROPOSALS
- Collaborate with engineering subcontractor and finalize engineering deliverables, man hours and unit rate for engineering cost estimate.
- For procurement budgets, coordinate with procurement department and involve early in vendor selection and/or recommend any vendor for pre-qualification and negotiate with suppliers, vendors and subcontractors.
- Work closely with Senior Project Managers, Head of Projects, Planning Lead in the company for calculating and loading construction manpower, equipment, plant, machinery, consumables required as per final BOQ by applying principle and benchmarking with industry standards, historical data, and market trend.
- Work closely with Proposals & Estimation Manager and compiling and finalizing EPC or tender lump sum cost estimates including all disciplines in SOW e.g. piping, pipeline, mechanical, civil, structural, electrical, I&C using norms and internal unit rates library.
- Compile and review each discipline's cost estimates to ensure accuracy, completeness, and compliance with scope of work. This requires working closely with discipline estimators and review.
- Work closely with Proposals & Estimation Manager and estimating and preparing budget for various direct and indirect costs like studies, procurement, subcontract services, man efforts, equipment plant and machinery, fuel, consumables, project management, office rental / yard & warehouse cost, temporary set-ups, running cost, overheads, logistics, finance, insurance, inflation, allowances (activity and budget) and margins in consultation with the concerned stakeholder.
- Create and update benchmarking for the budgets received from internal and external participants with historical data and industry standards using different estimation techniques like analogous, parametric etc.
- To lead a team of estimators, as required, and help to develop knowledge of less experienced members.
- Involve in project handover to Projects Department and share the strategies and consideration for execution and cost considerations.
STAKEHOLDERS RELATIONSHIP MANAGEMENT
- Coordinate with tender stakeholders and direct and functional team and compile a comprehensive quality technical and commercial bid.
- Identify new business opportunities and partnership for competitive techno-commercial proposals.
REPORT AND UPDATES
- Prepare tender progress matrix and follow up on deadlines and closely report to Proposals & Estimation Manager.
- Provide regular updates on addendum or tender bulletins from clients and share with all concerned personnel who are working on the particular tender.
INTERFACES
- Internally: Interface with Sales, Projects, Procurements, Finance, HR & ADM, Contracts
- Externally: OEM’s, Clients / Customers, Regulatory Authorities etc.
Qualifications
- Minimum Bachelor Degree in Engineering in any discipline preferably Mechanical or Electrical with (15+ Years of minimum experience) in the Oil & Gas / Petrochemical Industry.
Additional Information
Experience Requirements:
- Experience level: 15+ years
- 08 years or more experience UAE or Middle East
- Minimum 03 years on a Lead Role in similar business or industry. ADNOC Group project experience is a must.
- HSE leadership compliance and ability to work in multidisciplinary teams
Skills & Professional Requirements:
- Experience of all accuracies of Estimates (conceptual/feasibility, Pre-FEED, FEED and EPC projects)
- Experience and confidence in presentations to management, stakeholders & clients
- Familiarity with Contingency and Risk Analysis methods e.g. Monte Carlo, @Risk
- Excellent industry knowledge of Industrial Automation, OEM’s, Principles, Customers & Clients
- Good knowledge of project management experience as well as a good understanding of business issues
- Good knowledge and experience in project cost estimates, monitoring and forecasting
- Excellent knowledge of Industrial Automation solutions and technical aspects
- Understanding of Cash Flow management as well as projection/forecast of cost at completion
