Job Description

HSSE Manager will lead, manage, monitor and report on the HSSE performance of an asset portfolio in a country, to ensure that harm is prevented and the requisite HSSE & Process Safety management systems are developed, implemented, monitored, and enforced to deliver compliance with HSSE legal requirements, ACWA NOMAC standards and contractual obligations by the plant, its employees.


Strategy and Plans

  • Develop the HSSE & Process Safety Country strategy and objectives in line with the corporate strategy to ensure vertical alignment and horizontal integration with other Departments.
  • Regularly report on the operational activities of region, challenges and issues faced, mitigations taken, etc. as required, to keep them informed and updated on the division’s activities.
  • Highlight the best practices and share them with the rest of the corporate through liaising with HSSE / Process Safety Manager


Budget Management

  • Consolidate and oversee the Country Level HSSE budget, in collaboration with the Finance Manager and International HSSE Manager and monitor the financial performance against the budget so that areas of unsatisfactory performance are identified, rectified promptly and potential performance improvement opportunities are capitalized upon.


Technical Services Guidance

  • Provide technical and HSSE management support and leadership to the Plant HSSE teams, Plant General Managers etc., and attend meetings with their contractors, sub contractors, and vendors, to review HSSE progress and advise on HSSE management and performance improvement.
  • Proactively identify HSSE risks during the development phase of all the projects in the assigned country to ensure all possible risks are identified, evaluated and prioritized and corrective measures are finalized.
  • Review the risk assessments and task reviews of key activities submitted by the Plants and identify and prevent probable HSSE hazards leading to significant losses


HSSE Management Systems

  • Monitor and support the development, implementation, and maintenance of the Country’s HSSE management systems and ensure they conform to ACWA NOMAC standards, HSSE legal requirements and contractual obligations.


HSSE Management, Monitoring, and Reporting

  • Conduct periodic site HSSE inspections and audits to evaluate the effectiveness and compliance of each Plant’s HSSE management and performance to ensure adherence with the HSSE policies and procedures.
  • Lead regular HSSE meetings with the HSSE personnel from each Plant to review HSSE management and performance, prioritize actions, and escalate outstanding HSSE issues to the Regional Manager/Director, to ensure timely resolution of issues.
  • Review and assure the Country’s / Plant’s periodic HSSE management and performance reports to understand the key HSSE issues / incidents and develop further strategies to mitigate the risks.


Training

  • Monitor the effectiveness of HSSE training to ensure that the Plant employees and all HSSE personnel are competent and effective.
  • Share the best practices, HSSE campaigns and lesson learnt between the Plants, Regions, and Group HSSE, in order to ensure alignment of the quality delivered.


Stakeholder Management

  • Maintain positive working relationships with National and Regional regulators, emergency services, contractors, to ensure mutual support and adherence to HSSE compliance requirements.
  • Regularly liaise and engage with the Regional / Plant HSSE teams to offer and receive support and ensure that HSSE management and performance are aligned with the current standards and practices.


Emergency Planning and Response

  • Review the testing and adequacy of the HSSE emergency plans related to the Plants and offices, to ensure readiness to respond in case of emergency.
  • Review and oversee the investigations of reportable HSSE incidents, to contribute to the identification of root causes and provide recommendations for corrective and preventive actions.


Plant / Office Security

  • Implement and enforce security strategies for the Plant’s / office facilities including access and exit control and monitoring, vehicle and personnel checks, security patrols and the preparation of all related reports ensuring overall protection of all company property, plant and personnel against threat, theft or any other act that is contrary to the laws of the state/ or company rules.


Continuous Improvement

  • Develop, resource, implement and report on HSSE actions plans that are based on past performance and aim to deliver best practices at the Corporate / Regional and Plant level, to ensure continuous improvement.
  • Maintain professional competence and understanding of industry trends, methodologies, tools, and best practices in project management in relation to HSSE practices


People Management

  • Manage the effective achievement of the team’s objectives through setting individual objectives, managing performance, developing the team and providing formal and informal feedback to maximize overall performance, engagement and motivation.
  • Identify the training requirements which are required for the HSSE team from both professional and country specific legal /statutory perspective, and develop a training schedule to ensure the HSSE staff is well trained and skilled on managing HSSE related incidents



Who will fit?

  • Bachelor degree in Safety, Environmental or Engineering or demonstrable equivalent
  • Certification from a recognized HSSE institution (NEBOSH, OSHA, IOSH, IEMA, etc.)
  • Professional membership or association with an international HSSE Institution (OSHA, IOSH, IEMA etc.)
  • 7 - 10 years’ experience in the area of HSSE in the Utilities / Energy sector
