Job Description
HSE Officer for the construction project to be responsible for overseeing health, safety, and environmental (HSE) management on-site. This role ensures compliance with all legal and company-specific HSE standards, focusing on minimizing risks associated with construction activities. The HSE Officer will conduct regular safety inspections, implement HSE policies, and ensure the safety of all personnel on the site.
Key Responsibilities:
Health and Safety Management:
- Monitor and enforce compliance with local and national safety regulations specific to construction sites.
- Conduct regular risk assessments and hazard identification (HAZID) for all construction activities.
- Identify, evaluate, and control hazards such as working at heights, scaffolding, electrical, machinery, and manual handling.
- Ensure that appropriate control measures are implemented to reduce the risk of accidents and injuries.
- Monitor the use of personal protective equipment (PPE) and ensure its proper usage by all personnel on-site.
Environmental Management:
- Ensure environmental best practices are followed on-site, including waste management, water runoff, pollution control, and minimizing environmental impact.
- Assist with implementing procedures for the handling, storage, and disposal of hazardous materials on-site.
- Ensure that environmental risk assessments are conducted and control measures are applied.
Safety Inspections and Audits:
- Perform daily inspections of the construction site, checking for hazards and unsafe work practices, ensuring safe equipment use, and verifying compliance with safety protocols.
- Prepare and maintain accurate records of inspections, safety audits, and corrective actions.
- Monitor the implementation of safety measures, such as fire safety, scaffolding safety, and heavy equipment operation.
Training and Safety Awareness:
- Deliver regular safety induction and training programs for workers on-site to raise awareness about construction-specific hazards and safe working practices.
- Conduct toolbox talks and on-the-spot safety training sessions as required.
- Ensure workers are trained on emergency response procedures, including evacuation, first aid, and fire drills.
Incident and Accident Reporting:
- Investigate accidents, incidents, and near misses to determine the root causes and report findings to senior management.
- Develop and implement corrective and preventive actions to eliminate the risks that caused the incident.
- Ensure that all accidents, injuries, and incidents are documented and reported according to company and legal requirements.
Emergency Response Management:
- Assist in the preparation and implementation of emergency response plans, ensuring all workers are trained in first aid, firefighting, and evacuation procedures.
- Maintain emergency equipment on-site, including fire extinguishers, first aid kits, and emergency eyewash stations, ensuring they are functional and accessible.
Compliance and Reporting:
- Ensure that the construction site complies with relevant health, safety, and environmental laws and regulations.
- Regularly report on safety performance, incidents, and improvements to the HSE Manager or Project Manager.
- Maintain documentation related to safety audits, risk assessments, safety programs, and accident investigations.
Promote a Safety Culture:
- Foster a safety-first culture within the construction team, promoting teamwork, communication, and proactive safety practices.
- Motivate workers and subcontractors to take ownership of their health, safety, and environmental responsibilities.
Skills
Qualifications & Requirements:
Education:
- A Bachelor’s degree or diploma in Occupational Health & Safety, Environmental Science, Civil Engineering, or related field is preferred.
Experience:
- At least 2-5 years of experience in a health, safety, and environmental role within the construction industry.
- Experience in managing safety on large-scale construction projects is highly preferred.
Certifications:
- NEBOSH, IOSH, OSHA, or equivalent certifications in Occupational Health & Safety.
- First Aid and Fire Safety certifications are beneficial.
Skills:
- Strong understanding of construction site hazards, safety regulations, and environmental requirements.
- Excellent communication skills, both verbal and written, with the ability to conduct training and give safety briefings.
- Ability to identify and assess risks and propose effective control measures.
- Strong problem-solving and decision-making abilities.
- Familiarity with HSE-related software and Microsoft Office.
