Role Purpose
To develop and oversee the best practices that will assess, improve, and develop the performance of the DCAA's employees for better productive corporate culture that stimulates achievement and innovation. Direct and manage the performance appraisal system to assess the current expertise and support the recruitment needs, succession planning, promotions, and Emiratization. Develop and review all necessary report to evaluate that development's policies & mechanism and its impact on the DCAA and its Employees. Lead the learning and development function with the aim of identifying skill gaps among employees and creating plans to bridge these gaps so that Authority objectives are met.
Key Responsibilities/Duties
A. Functional:
- Performance Appraisal System: Responsible for managing and implementing the performance management framework and ensures provision of operational support required in order to complete all internal activities for managing the employee performance management process.2. Training & Development: Develop and manage the training and development strategy in line with the DCAA strategy to maintain the best trained, qualified and competent expertise and specially the local employees for better productive culture. Contributing to the overall quality of the department’s service by developing and designing new training courses and associated materials, ensuring all content meets the authority objectives.3. Planning: Prepare and manage the annual training & development plan through assessing all the departments and sections training needs in line with the DCAA's strategic plans and confirm the needs and prioritize it.4. Development Expertise: Keeps abreast with latest external/regulatory developments and maintains awareness of best practices particularly regarding regional and international best practices in talent management, engagement for initiating necessary changes within the organization in a timely manner.5. Induction Program: Develop, manage and implement the induction program for the DCAA and ensure that it is effective and knowledgeable. Support in updating, raising awareness and announcing all rules, regulations and announcements related to Human Resources Department.6. Reports & Statistics: Develop the statistics, analysis and reports related to the delivered training programs, trainers and trainees to analyses, document and refer back to it upon and as needed.7. Universities & Collages: Develop strong relations with the Universities & Collages to promote DCAA for the students to attract them for internship and recruitment.8. Scholarships: Assess and review the Scholarship applications and business missions locally and internationally to ensure that its implemented according to the related policies and procedures.9. HR Policy: Enhances and/or develops, implements and enforces HR policies and procedures of the organization by way of systems that will improve the overall operation and effectiveness of the Authority. 10. Evaluate & Asses: the effectiveness of existing policies and procedures, initiate enhancements as identified.11. Competency framework: Design and update DCAA Technical competency framework in coordination with the various Sectors and Departments in line with DCAA strategic direction and functional objectives.12. Authority Matrix: Design, Manage DCAA Authority Matrix framework (corporate & Technical), in addition is responsible for ensuring authorities are established, communicated, understood and adhered by all Employees.13. Research & Surveys: Ensure diligent HR research and surveys internally & externally are conducted to assess Employee satisfaction, HR best practices in order to implement a better corporate environment across DCAA.14. Follow market trends particularly related to civil aviation in terms of new HR initiatives and adjust or respond as required.15. Other duties: Perform other job-related duties as may be assigned from time to time by the Director, Human Resources Department.
B. Managerial:
- Strategy: Coordinator with DCAA’s leadership to set, communicate and oversee implementation of the Section/Department/Sector’s strategy in line with the overall objectives, mission and vision of DCAA;2. Budget: Set, consolidate, review, monitor and allocate the Section/department/tor's budget; and forward to the Director for further approval (in coordination with Accounting Section);3. People Management: Provide direction and manage subordinate staff in performing their delegated tasks; Provide professional development opportunities and perform periodic performance appraisals for reporting staff (in coordination with the HR) and recommend incremental increases and levels of financial rewards, e.g. bonuses and annual pay rises for staff;4. Training & Development: Ensure that all direct reports acquire the required skills and knowledge through appropriate training programs (in coordination with the HR);5. Policies, Procedures & Processes: Ensure that the performance of various assigned tasks, and the conduct of staff within the Section are in accordance with the Section's policies and procedures.
Academic Qualifications
- Bachelor’s Degree in Human Resource or equivalent degree
- Master’s Degree preferred
Certifications
- Related training & development certifications
- TNA certificate
Professional Experience
- At least eight (8) years’ working experience in HR.
- At least four (4) years on managerial level in Training & Development.
