Job Description

Ensuring that Dubai Metro maintenance becomes a world class reference in Railway Systems Engineering and Asset Management. The Engineering Manager will be pivotal in leading Engineering practise and for creating and embedding an Asset Management culture within the company.


KEY RESPONSIBILITIES:


The Engineering Manager will:


  • Deliver engineering activity that is safe, properly governed, and that maintains risk as low as is reasonably practicable (ALARP).
  • Provide leadership and direction to engineers, technicians and other managers in deploying comprehensive engineering standards, change and configuration management processes, quality assurance, and overarching asset management capability to the business.
  • Champion a full Asset Management review, including the current MMS design, asset hierarchy, and business processes, to facilitate a programme of improvement.
  • Develop and manage a robust asset management system and annual plans to meet contractual requirements, business targets, and certification to the ISO55001:2014 standard.
  • Define and implement the Smart Maintenance (Maintenance 4.0) implementation strategy.
  • Improve existing or develop new Maintenance & Asset Management standards to enhance asset performance and improve asset condition throughout their lifecycle.
  • Drive continuous improvement initiatives, with a focus on engineering innovation and new technologies to support a move towards reliability centred and predictive maintenance.
  • Identify opportunities that promote a positive return on investment, either through efficiency, revenue generation or risk reduction.
  • Proactively lead in managing obsolescence across the breadth of network assets
  • Develop the Engineering department staff, ensuring the appropriate skills and experience are present in the team and there is a breadth and depth of knowledge that will support the unexpected, embedding development into team objectives.
  • Work in partnership with other departmental managers to ensure synergies are developed and that the strategic business and asset management plans are delivered.
  • Provide strategic input to the Head of Engineering as required.
  • Perform and carry out duties as instructed by the Head of Engineering.
  • Review / Develop FRACAS, RAMs, Change Management, RCA and Optimisation of Metro Assets.
  • Provide timely reports and updates to the Engineering & Maintenance Director

KNOWLEDGE REQUIRED:


  • A seasoned manager with a minimum of 7 years in similar roles
  • Experience in managing engineering services in metro rail systems, including:
      • Standards
      • Asset Performance

      • Safety & Assurance
      • Optimisation

      • Engineering Change
      • Innovation

      • Obsolescence
      • Reporting

  • A thorough understanding of all aspects of safety issues related to railway operations .
  • Knowledge and experience in Asset Management approaches and principles.

KEY SKILLS


  • A naturally analytical bias that can identify anomalies and issues quickly, and develop solutions to complex problems under pressure.
  • A significantly developed understanding of the rail system basics such as driverless trains, moving block signalling systems, 3rd rail power supply distribution, platform screen doors, automatic gates and fare collection, permanent way, and control and communication systems.
  • A safety focus that is embedded in every aspect of their approach to railway O&M activity.
  • A skilled manager, communicating with, motivating, empowering, and developing staff.
  • Politically incisive in communicating effectively with government agencies, board members, clients, media/press, contractors and staff.
  • Highly motivated and flexible to work in a time-sensitive environment to respond quickly and effectively to unanticipated high workloads, events and emergencies.

EXPERIENCE


  • A minimum of 10 years of Engineering and Maintenance Management experience, ideally in a core railway discipline such as signalling.
  • A proven track record of successfully leading an engineering department in pressured environments, ideally within the rail industry.
  • Must be proven in a leadership role within Asset Management Systems development and be able to demonstrate personal knowledge sufficient to act as a Subject Matter Expert.
  • Must have demonstrable experience in building and developing strong teams.

EDUCATIONAL AND PROFESSIONAL QUALIFICATIONS


  • Master’s or Bachelor’s degree in an electrical or mechanical engineering discipline, or equivalent experience.
  • Ideally a Chartered Engineer or with the potential to achieve chartered status.
  • Holds membership with a recognised engineering institution.
