Main Accountabilities
Oversee the strategic and operational aspects of sourcing, contracting, and supply chain. To lead effective supply chain operations while maximizing savings and raising overall efficiency throughout all verticals in accordance with the Enova Organization Strategy.
Detailed Job Description
Strategy and Budget:
- Develop and implement strategic plans to optimize the procurement and supply chain function and align it with the overall business objectives of the company.
- Provide strategic guidance and leadership to the procurement and supply chain team, fostering a culture of innovation and continuous improvement, including planning and management of all engineering, sourcing, procurement, and logistics management activities.
- Provide strategy and direction for collaboration with and coordination of channel partners, including suppliers, intermediaries, third-party service providers, and customers.
- The ability to develop and execute a procurement strategy aligned with the organization's goals and objectives.
- Contribute to the preparation of the Procurement and Supply Chain budget and monitor financial performance versus the budget so that the business is aware of anticipated costs/revenues, and areas of unsatisfactory performance are identified, rectified promptly and potential performance improvement opportunities are capitalized upon.
People Management:
- Build and lead a high-performing procurement and supply chain team through effective recruitment, development, and mentoring.
- Lead and inspire the team at all locations, ensuring alignment with overall procurement and supply chain goals.
- Provide leadership, develop the appropriate planning tools, performance measures/metrics, and communication mechanisms to ensure and support effective facilitation of cross functional teams, objective setting, and performance metrics.
- Manage the effective achievement of departmental objectives through the leadership of the team by setting individual objectives, recruiting qualified staff, managing performance, developing and motivating staff, provision of formal and informal feedback and appraisal in order to maximize subordinate and departmental performance
- Provide leadership, guidance, and direction to the procurement and supply chain team, fostering a culture of collaboration, accountability, and continuous improvement.
- Foster a culture of innovation and agility within the procurement and supply chain organization, encouraging creative problem-solving and adaptation to changing market dynamics.
- Collaborate with internal stakeholders, including operations, sales, finance, and quality assurance, to align procurement and supply chain activities with overall business objectives. Facilitate effective communication and coordination between departments to ensure seamless integration of procurement supply chain processes with other functional areas.
Organization Structure:
- Recommend an optimum departmental structure so that resources are optimally utilized, and communication can take place in an efficient manner.
Operational Management:
- Develop and implement supply and logistics policies, procedures, and activities to maximize the efficiency, reliability, timeliness, and cost effectiveness of procurement and supply chain function.
- Analyze market trends, demand patterns, and business requirements to anticipate future procurement and supply chain needs.
- Development of the Communications strategy in alignment with the business roadmap Analyze and use data to make effective procurement decisions in support of fast-moving operations.
- Oversee all business-critical projects and ensure delivering timely and quality outcomes.
- Monitor and evaluate supplier performance, negotiate contracts, and establish strategic partnerships to ensure reliable and cost-effective sourcing.
- Monitor and analyze key performance metrics, such as negotiation performance, savings, on-time delivery, and supplier quality, to identify areas for improvement and drive corrective actions.
- Stay informed about industry trends, market conditions, and regulatory changes that may impact the procurement and supply chain function, and adjust strategies accordingly.
- Oversee the procurement process, including vendor selection, negotiation, and contract management, to ensure the timely and cost-effective acquisition of goods and services.
- Monitor forecasted plans and projects are on track through regular operations and budget review and driving meaningful productivity improvements.
- Establish priorities, balance demand for time and effort, set intervals and monitor results for all areas of work to ensure specific commitments and standards are achieved
- Drive change initiatives to improve efficiency, reduce costs, and enhance overall procurement and supply chain performance. Effectively manage change by addressing concerns and fostering a positive attitude toward continuous improvement.
Internal and External Relations:
- Carry out audits of staff, customers, and suppliers to gather feedback and monitor satisfaction, including the customer satisfaction survey
- Support and review all functions, with particular in regard to clashes and providing recommendations in order to resolve any issues and maintain functionality across the company
- Build and maintain relationships with existing and new vendors of Enova.
Due Diligence and Sustainability:
- Assess and monitor suppliers, manufacturers, and distributors to ensure compliance with legal, environmental, and ethical standards.
- Ensure suppliers adhere to fair labor practices, human rights, and environmental regulations. This helps prevent the exploitation of workers and promotes social justice.
- Assess suppliers' environmental practices and work towards reducing their carbon footprint by partnering with eco-conscious suppliers.
- Follow through with thorough assessments of potential suppliers, evaluating their compliance with ethical, environmental, and legal standards.
Risk and Compliance:
- Ensure compliance with relevant regulations, standards, and policies governing the procurement and supply chain function, including environmental, health, and safety requirements.
- Follow the internal commercial process, procedures and thresholds.
- Project management, solution design and implementation project including contract negotiation, and operational implementation of contract logistics business.
- Identify potential risks and vulnerabilities within the supply chain, develop mitigation strategies, and implement measures to enhance resilience and business continuity. Manage and track potential risks of a project and highlight these in the proposals in order to ensure the company is aware of these risks and can mitigate them throughout the course of the project
- Implement robust systems and procedures for monitoring and managing supplier performance, quality, and ethical standards.
- A commitment to ethical business practices and compliance with relevant policies laws and regulations (GCC/UAE/KSA)
- Resolve any technical or commercial issues raised by the team in a bid management process and address any complexity.
Tools & Methods, HSEEQ:
- Abide by the Health, Safety, Energy, Environmental and Quality, (HSEEQ) policy, procedures necessary for the good conduct and safety of the workplace. It is a requirement and moral obligation of each employee to be actively committed and accountable to the compliance of Enova’s HSEEQ policy, operating procedures, as well as being compliant to local legislation. The Employee shall seek clarification and guidance in specific cases or whenever one feels necessary.
Customer Relations:
- Develop a pro-active working relationship with all authorities and assist in establishing areas for service improvement.
Board Relations:
- Provide Active support to CEO for management of the BOD requirements for reporting, controls, corporate governance, deployment of strategy under the guidance and support of the CEO. Act as an advisor to the board.
Qualifications
- Bachelor’s/Master’s Degree in Engineering or Business Administration with subjects related to either vertical of Supply Chain Management.
- 15+ years of experience relevant working experience in procurement or
supply chain management, in a similar industry (FM, Energy…etc), with
strong experience in managing a team in different regions. - Minimum 5 years in a managerial role in a similar or related industry within
the region. - Certifications (optional): Either CSCP, CPIM, CPSM, CISCP, CIPS or Six Sigma is preferred.
- Excellent communication skills in English, written and oral
- Arabic speaking preferred.

complex data, identify trends, and develop actionable insights. - Ability to analyze the projects and to write relevant abstracts (executive
summaries, memos for the Board, risk scenarios analysis)
