Dubai Holding Corporate Office is seeking an experienced UAE National Talent to apply for the position of a Senior Manager – Emiratisation (UAEN) reporting to the Vice President – People Operations & Rewards. This pivotal role plays a crucial part in advancing Dubai Holding's commitment to empowering and developing Emirati talent across the organisation..
The job holder will be responsible for developing and leading the implementation of the Group-wide Emiratisation strategy, ensuring the achievement of UAE National employment objectives across all business verticals. The role will drive strategic initiatives to attract, develop, and retain UAE Nationals, while ensuring alignment with the overall business strategy and compliance with UAE governmental directives. In addition, the role will serve as a strategic HR Business Partner by overseeing employee relations, supporting managers through the employee lifecycle, providing guidance on policy matters, and leveraging HR analytics to shape and drive people strategy initiatives that contribute to the overall business goals.

Key Accountabilities:
Strategic Emiratisation Planning & Leadership
- Design and lead the Group-wide Emiratisation strategy by defining short-term and long-term goals to increase the representation of UAE Nationals across various business units and job families.
- Align Emiratisation initiatives with the organisation’s strategic objectives and growth plans, ensuring that Emirati talent is integrated into key business functions and leadership pipelines.
- Manage budgeting and resources requirements for the Emiratisation and, Learning and Development area.
- Develop frameworks and policies supporting the Emiratisation strategy, ensuring compliance with UAE regulations and maintaining the organisation’s competitive positioning in attracting and retaining Emirati talent.
- Identify strategic opportunities for growth and expansion of Emiratisation programs, leveraging external partnerships and industry networks to enhance the Emirati talent pipeline
- Stay vigilant about labour law, regulations, and industry standards pertaining to Emiratisation, ensuring the Company practices remain compliant to achieve continuous Performance Enhancement.
- Assist in the creation and maintenance of all communications related to Emiratisation and Talent Development.
- Develop and execute a comprehensive graduate’s program that aligns with the organization's talent acquisition and development strategies.
Talent Development, Engagement & Retention
- Develop and oversee the implementation of the talent development strategies for Emirati employees to support their career growth, leadership potential, and long-term engagement.
- Oversee the execution of nationalisation initiatives, such as the Graduate Trainee Program, mentorships, leadership development programs, and employee engagement activities, to build a strong and capable Emirati workforce.
- Create structured career pathways for UAE Nationals, ensuring clear progression plans that motivate and empower Emirati talent.
- Design and execute engagement programs to enhance the experience and satisfaction of UAE Nationals, promoting a culture of inclusion, development, and recognition.
- Monitor and evaluate the performance and progress of graduates, providing regular feedback, performance assessments, and career guidance.
- Analyse retention trends and implement targeted retention strategies to ensure high engagement and reduced turnover among Emirati employees.
Who we are looking for:
- Minimum of 8 years in an HR role, with at least 5 years focusing in a similar role.
- Minimum 4 years’ experience in UAE within a multicultural environment.
Education / Professional Certifications:
- Minimum: Graduate or Post Graduate Degree, preferably in the field of Human Resources.
- Preferred: Any professional degree or certification with globally known HRM professional bodies such as CIPD, SHRM or Hay Group.
Technical Competencies:
- People oriented and emotionally intelligent.
- Ability to conduct presentation and workshop facilitation, coaching and counselling.
- Good knowledge of organizational development and change management.
- Good project management, planning and implementation.
