Dubai Holding is looking to hire an Executive Director – Insurance will be responsible for overseeing and enhancing Dubai Holding’s insurance management function by integrating insurance management with broader risk management strategies to optimize financial and operational resilience. The role holder will report to the Chief Financial Officer and will be instrumental to provide strategic advisory services, improves oversight of insurance procurement, negotiates favorable terms, and designs tailored insurance programs to meet the diverse needs of Dubai Holding and its verticals.

Key Accountabilities:


Strategic Insurance Program Management


  • Formulate and execute comprehensive insurance strategies that align with Dubai Holding’s overall risk management framework and business objectives and ensure strategies are adaptive to changing market conditions and organizational needs.
  • Develop tailored insurance programs to address the specific risks associated with various business units and operational areas within Dubai Holding to provide adequate coverage.
  • Regularly assess the effectiveness of current insurance strategies, incorporating feedback from audits, regulatory updates, and emerging trends.
  • Align insurance practices with corporate governance and compliance standards to ensure that insurance policies meet regulatory requirements and internal controls.

Procurement Strategy & Negotiation


  • Formulate and implement strategic procurement plans for insurance policies that optimize cost-efficiency and coverage quality.
  • Oversee the procurement of insurance policies, including market research, vendor selection, & policy evaluation and ensure the procurement process is transparent and adheres to best practices.
  • Lead negotiations with insurers and brokers to secure advantageous policy terms, including coverage limits, premiums, and exclusions to achieve cost savings while ensuring comprehensive and effective coverage.
  • Assess insurance costs and market conditions to identify opportunities for cost savings and accordingly implement strategies to optimize insurance spend without compromising coverage quality

Strategic Advisory


  • Provide strategic advice to the Chief Financial Officer and other senior executives on insurance-related matters, including risk exposures, policy structuring, and emerging risks to ensure that insurance decisions support overall business objectives.
  • Develop and deliver detailed reports and presentations on insurance performance, cost savings, and market developments. 
  • Conduct regular audits and reviews of insurance programs to ensure compliance with internal and external guidelines to address any compliance issues identified and implement corrective actions as needed.
  • Conduct a historical analysis of insurance premiums and claims data to identify trends and discrepancies, evaluate areas where coverage is insufficient or underutilized and propose policies adjustments, ensuring cost-effectiveness and comprehensive coverage for all use cases.

Risk Mitigation


  • Liaise with the risk management team to ensure that insurance solutions are integrated with broader risk management strategies to support the development and implementation of risk mitigation strategies.
  • Identify and assess emerging risks, including new threats and opportunities. Develop risk mitigation and transfer strategies and adjust insurance programs to address these risks effectively and support the organization’s resilience.
  • Provide insights into how insurance decisions affect overall risk management and organizational resilience. Offer recommendations to enhance the integration of insurance with enterprise risk management.

Stakeholder Management


  • Develop and maintain strong relationships with insurance providers, brokers, and other key stakeholders. Foster collaboration and communication to ensure that insurance solutions are tailored to the organization’s needs.
  • Liaise with verticals to understand their insurance requirements and develop customized solutions to ensure that insurance programs align with business requirements.
  • Oversee the claims management process for insurance policies across all verticals, ensuring timely and accurate processing, and resolving escalations efficiently.

Who we are looking for:


  • Minimum of 10 years of experience, including minimum 5 years in a management position
  • Proven track record in negotiating insurance policies, managing procurement processes, and optimizing insurance costs.

Education / Professional Certifications:


  • Bachelor’s degree in finance, Insurance, Risk Management, or a related field; advanced degree or professional certification (e.g., Chartered Insurance Professional) preferred.

Technical Competencies:


  • Strong strategic thinking, leadership, and communication skills with the ability to influence and advise senior executives.
  • Proficient in data analysis and problem-solving for informed decision-making.
  • Expertise in negotiating favourable insurance terms and conditions.
  • Ability to align insurance strategies with organizational goals and risk management frameworks.
