Role Summary:

This role requires significant collaboration with other areas of the corporation – especially the Raytheon Offset Team. There will also be collaboration requirements/opportunities across the RTX enterprise. This is a unique opportunity that has significant autonomy and tremendous exposure to leadership in various businesses.


We are looking for a passionate Contracts professional to accept a high degree of responsibility in a complex, multi-contract Prime, Offset and Localization Program area representing a dynamic portfolio that will require an entrepreneurial skill set and a passion for future technologies. This portfolio involves a multitude of projects supporting a strategic and long-standing partnership with Tawazun Council. This position will be located at the Raytheon Emirates Limited (REL) offices in Abu Dhabi, UAE.  This individual will be responsible for managing the transactional and development components of contracts and pursuits in UAE. This individual should possess prior knowledge of Direct Commercial Sales (DCS), Offset, and Foreign Military Sales (FMS) contracting, and a broad business acumen.


Responsibilities


In this role, you will directly support various end customers who use Raytheon Emirates’ products in vibrant and changing environments.  Your main responsibilities will include:


  •  Leverage current and/or prior experience and demonstrated in-depth knowledge of international business environment and industrial partner/government customer network to serve as the customer interface for contractual matters.
  • Engage in strategic assessment of business pursuits, including project development and pertinent negotiations with industrial partners and Offset Authorities.
  • Provide strategic thought leadership to develop innovative Offset solutions resulting in achieving business and mission area objectives
  • Develop strategies for exploiting growth markets and specific business pursuits.
  • Take ownership of tough issues and use knowledge of situational dynamics to establish personal engagement strategy and drive closure on contractual issues.
  • Work across the enterprise to shape opinions of key stakeholders, balance competing priorities of multiple customer stakeholders and use astute judgment as to engaging executive direction on how to move forward.
  • Coordinate cross-functionally to manage and maintain portfolio performance metrics and regular communication to leadership
  • Provide sound contract management to meet customer obligations, achieve company goals, and comply with company policies
  • Lead the development of proposals, negotiations, contractual agreements, contract execution, and day to day administration of Offset programs 
  • Manage contractual scope and terms and conditions to ensure work is performed to the overall contract scope
  • Develop key customer relationships with Tawazun and other partners in the UAE
  • Effectively report status on performance metrics, credit activities, and procedural steps and reporting in order to obtain offset credit.

This highly collaborative, hands-on role requires regular engagement with the customer, Program Management Office (PMO), and other functions such as Engineering, Offset, and Finance.

Qualifications You Must Have:


  • Typically requires: A University Degree or equivalent experience and minimum 8 years prior relevant experience.
  • Global business acumen and demonstrated immersion in a foreign culture
  • Experience in contracts administration, including proposal preparation and contract negotiation for production and service contracts
  • A proven record in international contracting, to include prior experience working on proposals, contracts execution, and compliance
