Job Description
Our client is building a state-of-the-art AI chip manufacturing facility in a confidential location in the GCC, positioning itself as a global leader in advanced semiconductor technology. We are seeking a dynamic and experienced Chief Operating Officer to lead the operational strategy, scale manufacturing capabilities, and drive world-class production efficiency.
As COO, you will be at the forefront of launching and scaling one of the most ambitious AI semiconductor projects in the region. You will oversee end-to-end operations, from facility development and supply chain management to high-precision manufacturing, quality control, and commercial execution. This is a hands-on leadership role that requires deep industry expertise, strategic foresight, and the ability to build and manage high-performance teams.
- Lead the operational setup and scaling of the AI chip manufacturing facility
- Develop and implement world-class semiconductor production and supply chain strategies
- Drive manufacturing excellence with a focus on efficiency, quality, and sustainability
- Build and manage cross-functional teams spanning production, engineering, logistics, and compliance
- Ensure adherence to global semiconductor industry regulations and best practices
- Oversee financial performance, cost optimization, and revenue growth strategies
- Collaborate with the CEO and board to align operational execution with business objectives
- Foster partnerships with industry leaders, suppliers, and government stakeholders
Candidate Profile
- Proven experience in semiconductor manufacturing, preferably at a C-level or senior operations role
- Deep understanding of AI chip production, foundry operations, and supply chain complexities
- Track record of scaling operations and delivering large-scale industrial projects
- Strong leadership and team-building skills within high-tech and manufacturing environments
- Ability to work in a fast-paced, high-growth setting with a focus on execution
Compensation
- Base salary: $500,000 – $600,000 USD

- AI Chip Foundry Partnerships – Experience collaborating with major chip design firms, AI startups, and semiconductor fabricators globally.
- Regulatory & Compliance – Knowledge of semiconductor industry regulations, export controls (ITAR, EAR), and AI chip security protocols.
- Financial & P&L Management – Strong capability in managing large-scale operations with a focus on cost efficiency and revenue growth.
- AI & Cloud Infrastructure – Familiarity with AI model training workloads, high-performance computing (HPC) infrastructure, and cloud-based AI solutions.
- Government & Industry Relations – Ability to work with an innovation ecosystem, government stakeholders, and strategic investors to support national AI and semiconductor ambitions.
