Job Description
- Preparing the strategic plan for procurement and services in line with the strategic objectives of the institution.
- Developing, implementing and reviewing policies and procedures related to procurement and services.
- Providing technical support and advice during the preparation and implementation of the department's operational plans.
- Preparing the institution's annual procurement plan in cooperation with the relevant organizational units within the approved budgets.
- Preparing standards related to providing the institution's procurement and services in line with the best practices applied in this regard.
- Providing technical support during the preparation and review of contract models and agreements concluded by the institution with other parties regarding procurement.
- Analyzing and classifying the required purchases in terms of quality and price in coordination with the relevant organizational unit.
- Preparing analytical studies of procurement and services contracts, their challenges and disputes, and identifying the causes of their legal loopholes in coordination with the Legal Affairs Office.
- Reviewing procurement and services contracts and adding the necessary updates to ensure the interest of the institution and avoid any future disputes.
- Auditing the documents and terms of the procurement and services contracts, their offering documents, the correctness of implementing their procedures, and making the necessary observations.
- Monitor, analyze and review supplier performance, as required/requested, recommend corrective actions and maintain supplier performance records to ensure that service or product providers comply with contractual terms and conditions during implementation.
- Provide technical support during negotiation meetings with contractors and negotiations to settle contractual disputes regarding procurement and services.
- Provide technical support to the Legal Affairs Office during the preparation of legal memoranda related to procurement and services contracts, or during the development of contractual legislation.
- Study the application of fines for contractual violations, warnings, and procedures for terminating contracts and their compensations regarding procurement and services in coordination with the Legal Affairs Office.
- Prepare and review the requirements of the relevant approved specifications, including risk management and business continuity.
- Audit correspondence, warnings and circulars of a legal nature related to procurement and services.
- Provide economic feasibility studies on the sale and purchase of various materials and equipment of the institution in cooperation with the relevant organizational units.
- Adhere to the information security system, policies, processes and programs, and inform the direct manager of any security breaches or suspicious incidents.
- Perform any other duties as directed by the direct supervisor.
-Master's degree requires 8 years of experience in the field of contracts and procurement.
-Bachelor's degree Business Administration major requires 10 years of experience in the field of contracts and procurement.
-Diploma degree requires 12 years of experience in the field of contracts and procurement.
