Cctv System Upgrade as per SIRA 2024



Services Posted On: October 29, 2024 Closing On: November 8, 2024 Remove and dispose of existing cameras that do not meet the current regulations.. Supply and install new IP cameras (as per SIRA requirements) to cover critical areas, not limited to: Entry and exit points Parking main aisles. Building perimeter Common areas (lobbies, corridors, staircases, swimming pool, inside elevators, etc.) Any other specified locations as required by SIRA standards. Replace the existing Digital Video Recorder (DVR) with a Network Video Recorder (NVR) that meets SIRA standards for video storage and quality. Ensure the NVR/DVR has adequate storage capacity as per SIRA retention period requirements. Install and configure the NVR in a secured room or cabinet with restricted access, adhering to SIRA guidelines.The scope of work includes the following activities but not limited to;
1.1 Site Survey & Assessment
Conduct a comprehensive site survey to assess the current CCTV system, including cameras, cabling, and DVR placement. Identify areas where camera coverage is insufficient and needs improvement. Review the existing system's compliance with SIRA guidelines and identify gaps.
1.2 CCTV Camera Replacement 1.3 DVR/NVR Installation and Configuration 1.4 Video Guard Installation
Install video guard interface in the NVR/DVR. Ensure compatibility with the upgraded CCTV system and provide real-time monitoring capabilities.
1.5 Automatic Number Plate Recognition (ANPR) System
Supply and install an ANPR system for monitoring and recording vehicle entry/exit at parking areas or other strategic locations. Integrate the ANPR system with the NVR/DVR to ensure proper recording and retention as required by SIRA.
1.6 Power Backup System
Install a reliable power backup system (e.g., UPS) for the entire CCTV system to ensure continuous recording during power outages.
1.7 Cabling and Networking
Supply and install all necessary cabling (power, data, etc.) to support the upgraded CCTV system. Ensure all cabling complies with SIRA standards for durability and safety.
1.8 System Testing and Commissioning
Conduct thorough testing of the entire system, including: Camera functionality NVR/DVR storage capacity Power backup functionality ANPR system operation Ensure all components are functioning in accordance with SIRA standards.
1.9 SIRA Certification and NOC
Prepare and submit all necessary documentation to SIRA for inspection and certification. Coordinate with SIRA for site inspections and rectifications, if required. Obtain the SIRA certificate and NOC for the building after ensuring compliance with all standards.
2. Deliverables
New CCTV cameras and ANPR system as per SIRA guidelines. Installed and fully configured DVR/NVR with appropriate storage capacity. Updated cabling and networking infrastructure. Testing and commissioning report of the entire CCTV system. SIRA certificate and NOC for the building.
3. Timeline
The contractor must complete the installation, configuration, and testing within [Insert Timeline], ensuring minimal disruption to building operations.
4. Warranty
Provide a minimum one year warranty and Annual Maintenance Contract for all equipment and installation work. Date to commence from the date of handover of the system.
5. Responsibilities of the Contractor
Complete execution of the CCTV system upgrade in line with SIRA requirements. Ensure all work complies with local regulations and industry standards. Prepare or revise the CCTV installation drawings and submit them in DWG and PDF formats. Obtain all permits, inspections, and certifications, including the final SIRA Audit Certificate.
Service Providers are invited to submit proposals for Cctv System Upgrade as per SIRA 2024 to Itihad Community Management L.L.C. in connection with its facilities located at Marina View Towers, Dubai Marina as detailed within this RFQ. This RFQ is being provided to Suppliers so that they may develop a comprehensive cost and performance proposal for meeting some or all of the client's needs, but is not intended to limit proposal content. Suppliers are encouraged to provide proposals which include alternative service methods or operations.
The Service Provider selected by Itihad Community Management L.L.C. will have significant expertise in the areas necessary to meet the needs and requirements set forth in this RFQ including, without limitation, the ability to provide innovative solutions and introduce management strategies to improve efficiencies. Critical criteria in Management’s evaluation process will include the Service Provider’s ability to share data and jointly develop scope of service which meets or exceeds our mutual needs.

Conflict of Interest



The Supplier certifies that to the best of his knowledge and belief no economic, beneficial, or managerial relationship exists between the Supplier and any employee of Itihad Community Management (ICM) or between Supplier and any relative of an employee of ICM or any of its agents, which would tend in any way to influence such employee in performance of his or her duties on behalf of ICM or its agents in connection with the awarding, making, amending, or making a determination concerning performance of its proposal the work or the agreement.
Exchanges or offering of any money, gift item, personal service, entertainment or unusual hospitality by the Supplier to the employees or agents is expressly prohibited. This prohibition is equally applicable to officers, employees, or immediate family members of ICM’s agents. Any violation of this provision constitutes a material breach of ICM’s terms of agreements.
ICM may by written notice to the Supplier disqualify and reject the Supplier’s proposal and terminate the agreement without any liability whatsoever on part of ICM or any of its agents if finding (a) that vendor violated the certification contained in this declaration regarding conflict of interest; or (b) that gratuities were offered or given by the Supplier or any of its employees , agents or representatives, to any officers or employees of ICM or its agents awarding making and/or amending an RFP document or agreement or securing favorable treatment with respect to the performance of such agreement.
