Job Description

The Budget and Planning Office (BPO) executes departmental activities including, but not limited to, the annual budget development process, maintaining and monitoring the university's budgets, preparation of periodic and ad-hoc reports, multi-year financial models, and frequent communication with all stakeholders. BPO is responsible for providing key support to the department in every aspect of budget-related matters, timely and accurate financial report preparation, and the seamless day-to-day operation of the office, interacting and working closely with employees at all levels, including the university's senior management.


Job Responsibilities    


  • Involvement in the university's annual operating and research budget development process for each fiscal year, which includes collaborating with department heads and other stakeholders to develop the university's annual and multi-year budgets.
  • Assists in performing financial forecasting, reporting, and analyzing data to support multi-year financial sustainability models for planning and decision-making.
  • Assists in the preparation of detailed financial analyses of educational programs undergoing Accreditations (i.e. CAA, CHED, NAAB, THE, etc.), as well as providing necessary information to prepare statistical reports for external parties and government agencies as needed.
  • Preparation of enrollment reports per semester, including student enrollment census, revenue summary, and details by college and program.
  • Preparation of HR forms to confirm budget-related tasks and controls (i.e. hiring forms, merits, salary adjustments/reallocations, etc.).
  • Assists in the preparation of necessary budget-related analyses/statements and financial reports for FAC, BOT, and other ad-hoc meetings as needed.
  • Performs budget-related uploads in the system and No-Sufficient Fund (NSF) overrides for requisitions and purchase orders.
  • Involved in non-grant related projects in Project Portfolio Management (Oracle - PPM) module, covering end-to-end budget-related processes (from project creation, budget reallocation, to monitoring).
  • Involved in the Oracle EPM (Enterprise Performance Management) module, covering end-to-end budget-related processes.
  • Budget allocation, monitoring, and preparation of statements/fund status for special funds, projects, and non-grant awards (CAPEX Projects, Chairs & Profs, MS Thesis, etc.).
  • Preparation of periodic statements, including budget status reports and spending reports for individual cost centers and the university as a whole, issuing timely alerts to departments of potential areas of concern in their budgets.
  • Analyzing past results, performing variance analysis, identifying trends, and making recommendations for improvements, as well as regular budget monitoring and advising on necessary transfers across cost centers and account lines.
  • Involvement in finance-related tasks such as research-related year-end transfers, audits, and account-related queries from cost centers.
  • Regular communication/business partnering with stakeholders across the university regarding budget-related queries and control.
  • Providing access (Banner & WebFinancials) and coordinating the creation of Banner profiles for new users.
  • Granting fund and cost center access to respective users to reflect the approval queues based on the Delegation of Authority (DoA) Manual.

Qualifications and Skills Required    


  • Bachelor’s degree in related field: Finance/Accounting.
  • Professional Accounting Qualification (CMA, ACCA, ACA, CPA, CIMA)
  • Minimum of Five years of experience.
  • Excellent oral and written communication skills in English.
  • Strong foundation in financial analysis, including creating forecasts and models.
  • Independent worker and analytical thinker with the ability to conduct research, data analysis, and resolve complex problems.
  • Proficiency in MS Office, with expertise in MS Excel, MS PowerPoint, and MS Word.
  • Knowledge of ERP systems.
  • Excellent interpersonal skills.

Preferred Qualifications and Skills


  • Seven years of experience in an equivalent position, preferably in a higher education institution.
