The Assistant Project Accountant role will support NEOM the Line (NTL) project and other NEOM projects. This role will be focused on General expenses of NTL that requires detailed monitoring, in depth analysis and accurate and timely invoicing to the client. This role directly reports to the Senior Finance Analyst and will be working closely together towards ensuring the project KPI’s are met through effective and robust project controls and monitoring.


Responsibilities:


  • Responsible for the NTL’s project expenses monitoring and reporting from Procurement to Payment cycle. This includes the purchases review of travel and other expense invoices, approval of the proper coding, timely recording of the expenses and coordinating timely payment with AP Team.
  • Responsible for maintaining a robust expense register that will form basis of General Expenses reimbursement – ensuring timely preparation of Application for Payment (AFP) to the client with all the complete documentation and supporting as the client may require.
  • Reconcile PSR/Time and Expenses Report and review all the expenses booked to the project. Identify the billable and non-billable expenses in line with the contract. Challenge expenses that are not reimbursable and highlight to the Senior Finance Analyst any issue that warrant escalation.
  • Responsible for Supplier set-up including but not limited to Subconsultant’s Agreement preparation, requirements and communications.
  • Subconsultants reconciliation of approved time bookings and actual occupancies versus what is billed – including preparation of payment certificates for review and approval by the Project Manager and Project Director.
  • Responsible for maintaining register and reconciling the actual occupancy of accommodations and coordination with the Mobilisation Team to ensure that optimum usage of paid accommodations.
  • Maintain Subconsultant/Accommodation contracts/register and highlight expiring contracts on a timely fashion.
  • Maintain and Monitor pre-approval register – ensuring incurred costs are pre-approved by relevant approvers, invoices copies are received timely for reimbursement and be able to collate them on time for AFP.
  • Assist the Senior Finance Analyst on the forecasting the PSR for General Expenses based on contracted amounts with Subconsultants. Identify root cause for deviation against the forecast.
  • Assist the Sr Finance Analyst in all tax matters with the aim of overall tax savings/mitigations of tax risks – analyse the WHT per resource.
  • Set up project accounting systems (cost codes/WBS).
  • Develop meaningful reports that may be useful for analysis of the project expenses.
  • Assist in developing internal standard operating controls that help improve the project operations – active initiator of continuous improvements.
  • Month end closing activities – ensuring accruals are up to date.
  • Performs ad-hoc activities as directed by the Sr Finance Analyst or Project Manager.

Key requirements:


  • Degree in Finance or similar.
  • Minimum 5 years of experience in a project environment,supplier contracts and accounting.
  • Prior Experience an Engineering Consultancy Business.
  • Fluency in MS Office (Excel/Word/PPT).
  • Has prepared project related financial reports and reconciliations relating to, project expenses, billing.
  • Working knowledge of JD Edwards, Hyperion Finance Management (HFM), Smart View and other IT systems and databases.
  • A critical thinker.
  • Ability to carry out strategic communication internally and externally.
  • Willingness for continuous learning and advancement of technical knowledge.
  • Demonstrated ability to work independently on multiple time-constrained requirements and to successfully complete each in due course.
  • Requires a motivated self-starter who pays attention to details to support assignments while functioning in a time-sensitive, fluid environment.
