Position Description 


As part of the VEPS commercial team, the Applications Engineer is responsible for the generation of winning proposals for complex projects under instruction from the Bid Manager. 


The Applications Engineer’s role reports directly to the Proposals Manager.


Purpose of Role (Objectives)


Work as instructed by the Bid Manager to prepare technically compliant and commercially competitive proposals to convert client enquiries into Purchase Orders for the business to earn profitable sales revenue. 


Promote Veolia WTS as a competent and professional organisation in all interfaces with clients. 


Key Responsibilities & Accountability


  • Support development of Technical & Commercial Proposals with all of the necessary accompanying documentation for issuance to clients within their specified submission closing date and time. 
  • Prepare the required process (P&IDs), mechanical and instrumentation (Datasheets) and other necessary administrative information required for proposal compilation and approval.
  • Perform preliminary sizing and engage Veolia WTS Process team where required to deliver optimized sizing and design simulations. 
  • Prepare technically compliant cost build-ups from preliminary process designs. 
  • Support Proposal team activity  to achieve submission of proposal(s) by the closing date.
  • Work in unison with key Sales, Commercial, Execution and Process personnel to determine and define the best strategy for each new proposal.
  • Prepare Requests for Quotation (RFQ) documents outlining scope, applicable specifications for issue to third party suppliers (either directly or via Veolia WTS sourcing team) for technical and commercial proposal. 
  • Expedite supplier responses, carry out detailed technical review and clarification to ensure each supplier offer is compliant with the requirements of the RFQ.
  • Upon successful award, prepare detailed hand-over documentation for the  “Transfer Meeting” with the Execution department.
  • Provide detailed engineering support to the front end of the project execution as required.

Skills and Experience Required


  • An excellent ability to communicate in a clear and concise manner.
  • High level of organization and time management skills
  • Be able to generate (either independently or with the support of the Process and Drafting teams) and review engineering documents to support the technical and commercial offer such as Datasheets, P&ID, PFD, Heat & Material Balance. 
  • Review vendor quotations and ensure compliance to meet project requirements.
  • Prepare Cost Estimates covering equipment, material, engineering, etc.
  • Fundamental understanding of process systems to enable close out of Client process clarifications.
  • General understanding of relevant local and international standards used within the Hydrocarbons & Energy sector.

Qualifications
  • Engineering Degree (Chemical or Mechanical)
  • 3-5 years of experience in the Hydrocarbons, Energy, Water or related process industry. 
  • Prior experience in a Tender / Proposals role will be viewed favourably. 
  • Relevant experience in process equipment business, or original equipment manufacturer / agent such as mechanical fabricator, rotating equipment packages (pump, compressors etc), valves, instruments would be an advantage. 
  • Language requirement, fluent in English, both spoken and written.
