Program Summary


KBR supports the operational needs of U.S. armed forces at Morón Air Base in Spain and several bases in Turkey. Our services ensure smooth operations, allowing Air Force and government personnel to focus on their missions. We provide program management, civil engineering, morale, welfare, and recreation support, among other essential services. Awarded by the Air Force Installation Contracting Center, our contract spans a five-year base period with three one-year options, reflecting our commitment to excellence and operational support.


Job Summary


Provide Human Resources Turkish National (TN) Personnel support to Turkish National employees at Incirlik Air Base.


Roles and Responsibilities


  • Performs various clerical/administrative work in the maintenance of personnel records, files, and management information, using Microsoft Office products (Excel, Word, Outlook, Power Point, Access)
  • Works under the supervision of the TN Personnel Manager.
  • Assists with personnel processing activities for hiring, termination or transferring of employees. Preparing employment contract and registration in Social Insurance Institution (SII) and in-processing.
  • Review annual leaves and enters all leave (Union, sick leave, LWOP, etc) dates into the AS-400 and/or the timekeeping system daily.
  • Updates the monthly changes, new hires, promotions, and reclassification in the AS-400.
  • Entering/loading the daily exception and overtime exceptions into the timekeeping system daily.
  •  Transfers timekeeping/payroll data to the Finance office at the end of the month.  
  • Load the work schedules into the timekeeping system before the beginning of the month. 
  • Sending TN monthly work schedules for all functions to TURAF every month.
  • Send Clothing Coupons to Functional Managers to distribute to white collar employees IAW the CLA twice a year.
  • Updating and loading monthly transactions (SF50’s) in the AS-400 for Turkish employees who work at AIRFORCE, NAF and AAFES.
  • Update Private Pensions in the AS-400 monthly.
  • Renewal of TN badges
  • Generates the following year’s annual leave with pay schedules in the month of December and sends to each section and Supervisors
  • Sends Annual Leave and Admin leave balances to Functional Managers. 
  • Update employees’ personal information (home addresses, number of children, tax of the employees, etc) as required.
  • Performs other tasks as assigned.
  • Occasionally requires overtime work to be performed on holidays and weekends.
  • Physical requirements include lifting up to 23 kilos, extended sitting or standing, and working in normal and adverse weather conditions

Basic Qualifications


  • Turkish Citizen
  • Capable to speak, read, write, and understand English Language Level 3.
  • Have a minimum “B” class driver’s license.
  • University graduate (must possess diploma) in Business Administration, Economy, or a related discipline will be preferred.

Preferred Qualifications


  • One year’s experience as an admin clerk will be preferred.
  • Able to work under stressful conditions and be a multi-tasker

All positions require the applicant to obtain and pass a medical physical that is certified by a doctor.


All positions require a current and favorable Turkish Security background check.


All male candidates must have completed their military service.
