Program Summary


KBR sustains the operational well-being of U.S. armed forces at Morón Air Base (Spain), Incirlik Air Base, Izmir Air Station, and various facilities in Turkey. Our services encompass program management, civil engineering, morale and recreation support, postal operations, safety services, logistics, and more. With a five-year base period and three one-year options, KBR ensures these bases operate smoothly, allowing deployed personnel to focus on mission execution.


Job Summary


Overall managerial and functional responsibilities are required to effectively and efficiently manage Base Civil Engineer Installation Management Flight efforts in the areas of Asset Accountability (i.e., Real Property, Resources, Force Management, and NexGen IT Administration); Housing Management (i.e., Family Housing, Unaccompanied Housing, and Furnishings); Environmental (i.e., Compliance, Restoration, and Assets); Energy Saving Performance (i.e., Capital Funding Sources, ERCIP Requirements, Infrastructure Privatization, and buy-down).


Roles and Responsibilities


  • Monitor sections Management Internal Control Tool Set (MICT) directing Self Inspections as well as assisting with the Environmental Safety & Occupational Health Compliance Assessment Management Program (ESOHCAMP), Environmental Management System (EMS) Audits, internal self-inspections, and Staff Assistance Visits (SAVs).
  • Display a working understanding of Air Force Instructions, mainly DAFI 32-7001, AFMAN 32-1067, AFI 32-9005, AFI 32-6000, AFMANs and policies.
  • Knowledge of environmental compliance programs like Hazardous Material, Hazardous Waste, Storage Tanks, Drinking Water, Wastewater, Toxic chemicals, Asbestos, Lead-based paint, Environmental Impact Analysis and Environmental Management System (EMS) programs.
  • Display experience with conducting internal and external audits/inspections including Host Nation Environmental inspections.
  • Display experience with managing real estate leases, assets, linear structures and facilities and should be familiar with USAF real property and estate regulations/requirements.
  • Implement multi-disciplinary management techniques and directs supervision over personnel. Maintains records, processes, and procedures conforming to instructions, guidance and applicable rules and regulations.
  • Responsible for work planning, establishing priorities, and following up to ensure all assigned work is accomplished in a timely manner. Performs employee evaluations and other duties as required.
  • Demonstrate skills in leading installation processes that facilitate informed decisions taking into account mission considerations and asset performance data (space utilization, condition, and operational costs) to identify near-term investment priorities and long-term investment requirements.
  • Demonstrate experience and/or knowledge of Air Force Civil Engineering philosophy, techniques, and strategy.
  • Must exhibit excellent presentation and communication skills, as well as leadership and management of work priorities.
  • Knowledge of property accountability systems, managing building inventories, lease agreements, property valuation, and compliance with regulatory requirements for government-owned assets.
  • Experience in budgeting, resource allocation, financial analysis, and lifecycle asset management.
  • Understanding of workforce planning and optimization, particularly in aligning personnel resources with facility needs
  • Familiarity with military family housing policies, contract management, quality control, maintenance, and housing privatization initiatives.
  • Experience with environmental laws (e.g., Clean Water Act, Clean Air Act, NEPA), ensuring facility operations meet regulatory standards.
  • Knowledge of environmental remediation and site restoration programs for contaminated areas.
  • Ability to oversee the sustainability of natural and cultural resources on installation property.
  • Knowledge of Energy Resilience and Conservation Investment Program (ERCIP) regulations and how to develop and implement energy efficiency projects.
  • Infrastructure Privatization: Experience in managing public-private partnerships for energy infrastructure, utility privatization, and ensuring performance accountability.
  • Proficiency in integrating technology solutions for asset management, including the use of platforms like NexGen IT systems for data management and analysis.

Basic Qualifications


  • Shall possess a bachelor’s degree in business administration, engineering, public administration, facilities management, environmental science, or a related field. may be waived based on relative experience.
  • Must possess driver’s license with at least 6 months of remaining validity.
  • Must have excellent computer operating knowledge.
  • Must possess strong interpersonal and communication skills to collaborate with stakeholders, military leaders, contractors, and regulatory agencies. Must possess excellent time management skills.
  • Must have the ability to juggle multiple tasks.
  • Must have excellent organizational skills.
  • Must have experience in managing budgets, analyzing financial data, and understanding cost-saving measures, especially in energy performance.
  • The physical requirements of the position include light lifting of up to 30 kilograms, and for heavy lifting of items up to 50 kilograms, proper handling equipment is utilized. Moderate exposure to skill includes dust, wide temperature range, noise, vibrations, fumes, harsh chemicals, odors, pollens and grasses, grease, machinery and moving parts, sitting and driving for long periods, bending, stooping, on knees, both indoors and outdoors, and inclement weather, with occasional exposure to hazardous work conditions.
  • Preferred Qualifications
  • Shall have six years total experience in installation management with five (5) of the six (6) years in supervisory positions.
  • Advanced knowledge of USAF housing instructions and policies. 
  • Must have exceptional time management skills; organized and prioritized high volume of work to ensure maximum quality and service.
  • Must be skilled in identifying operational issues and implementing efficient, sustainable solutions.
  • Must be able to work well with other department personnel.
  • Must have excellent Microsoft Office and computer skills.
