Job Description

The Position:


The Programme Analyst, PM&E will facilitate and substantively contribute to defining results, including theory of change, provides substantive inputs to the monitoring and tracking of results against defined targets and UNFPA Strategic Plan; facilitates and contributes to the reporting of results as well as knowledge management and maintenance of a culture of results. She/He also promotes the use of the results information for adaptations. S/he also coordinates the development and implementation of costed evaluation plan and acts as evaluation manager and ensure the quality of evaluation processes and products in conformity with UNFPA Evaluation Quality Standards.
 


Under the guidance of the Humanitarian Specialist on humanitarian programme related matters, you will report directly to the Head of Programme for planning and monitoring portfolio, and to the Head of Office for the evaluation portfolio. Functionally report on results-based management and evaluation matters to the regional monitoring and evaluation advisor.

Job Purpose:


Working within a large and complex Country Office (CO) environment and employing your expertise in results-based management (RBM) and evaluation, you will be responsible for coordinating and operationalizing results-driven country programme monitoring and evaluation relating interventions and actions. You will play a key role in improving the quality and results orientation of UNFPA-supported programme interventions including humanitarian and in developing institutional and national capacity in RBM and evaluation. You will work closely with the component leads and the entire country office team,including humanitarian and national counterparts to ensure M&E aspects are well internalized and applied in line with the UNFPA relevant policies and guidance. You will participate actively in M&E mechanisms established as part of the United Nations Sustainable Development Cooperation Framework (UNSDCF),Regional Refugee and Resilience Plan (3RP) and other humanitarian frameworks when relevant for Turkiye. The Planning, Monitoring and Evaluation Analyst will contribute to effective results planning, monitoring, reporting, communication and evaluation of programmes and projects.


You would be responsible for:


A. Planning, Monitoring and Reporting
● Contributing to the development of the country programme document and UNSDCF - UNFPA components aligned to UN and UNFPA policies and guidance.
● Develop and implement a comprehensive theory of change and M&E frameworks and tools to track progress against the country programme and its projects’ expected results and key performance indicators (KPIs), including the costed monitoring and evaluation plan of the country programme;
● Provide relevant inputs to the formulation of United Nations Sustainable Development Cooperation Framework, more specifically, common country analysis, strategic prioritization, theory of change, results framework and joint work plans;
● Provide relevant inputs to the formulation of results frameworks of the 3RP in sectors relevant to UNFPA’s working areas;
● Lead the development of the country office's annual and multiyear results plans, monitoring calendars, field monitoring plans and quality assurance processes, in line with UNFPA programme policies and procedures;
● Support developing workplans to operationalise the results by ensuring the strong linkage between the WPs and the Annual Results Plan;
● Collect, analyze, and synthesize data for regular performance monitoring and reporting.
● Liaising with programme and operations staff to collect progress data for production of quality programme updates, SitReps, interim and final project reports as per donors and UNFPA requirements.
● Substantially contribute to the preparation of a results-focused quality programme and its projects' performance reports, donor reports, and updates for internal and external stakeholders.
● Provide technical support to implementing partners in developing Performance Monitoring Frameworks (PMFs), systems and plans, and baseline surveys.
● Maintain and keep up-to-date monitoring and evaluation of country office databases.
● Provide technical support for day-to-day monitoring activities.
● Coordinate with Programme Team to ensure that data collection and analysis from field visits are coordinated and standardized across programme components.
● Monitor data from implementing partners and programme teams quarterly, provide substantive inputs to regular management briefs to inform decision-making, and coordinate timely and quality milestones reporting in the corporate systems.
● Participate in the field visits together with the Programme Team to support the monitoring of results and planning processes as required.
● Supporting the design and application of quantitative and qualitative data collection and analysis tools, techniques and approaches including online beneficiary and services tracking, post-distribution monitoring, protection monitoring, tools for accountability for affected populations and informing the development of end products
● Reviewing monitoring data, progress reports and evaluations for quality control purposes;
● Contributing to the preparation of quarterly progress monitoring updates and the country office annual report in Quantum and Dashboard 2.0, myResults, including any progress and annual donor reports and SitReps;
● Contributing to the monitoring of timely updates of the management response in the system and follow up of progress reports and individual evaluations;


B. Evaluation:
● Coordinate the development and implementation of costed evaluation plan in the country office, including an annual update and regular monitoring of the implementation of planned evaluations
● Manage individual decentralized evaluation processes and ensure the quality of evaluation processes and products in conformity with UNFPA Evaluation Quality Standards
● Ensure communication between the CO and RO regarding Evaluations
● Collaborate closely with the communication team on the development of the Communication Plan for the dissemination and utilization of evaluation findings;
● Promote the use of evaluation findings and recommendations in programme formulation and organizational decision-making
● Support efforts to enhance UNFPA internal and national capacity development on M&E
● Individual capacity permitting, perform other duties related to evaluation as required
● Contributing to the appropriate presentation of monitoring and evaluation results for dissemination including drafting monitoring reports, preparing presentations


C. Knowledge Management and Capacity Building
● Ensure implementation of results-based management (RBM) principles and standards
● Provide technical support and strengthen the M&E capacity of programme staff (including the use of data-bases), implementing partners, and stakeholders through training and mentoring.
● Providing input into the relevance and ease of use of the various data-bases, intra- and internet pages of the UNFPA CO in Turkiye;
● Develop training materials and conduct workshops on M&E best practices, data collection, and reporting.
● Promote interventions for utilizing results and demonstrate the adaptive management in programme implementation and monitoring;
● Identify, disseminate and use good practices, lessons and knowledge
● Support results communication in collaboration with relevant staff
● Support senior management in developing management responses to all evaluations within six weeks of completion, including quarterly updates on implementation of actions plans of management responses to evaluations
● Facilitate knowledge sharing by documenting success stories, lessons learned, and good practices.
● Contribute to knowledge products and publications that highlight UNFPA’s impact including dashboards.
● Lead the preparation process of SitReps in collaboration with relevant programme teams.
● Contribute to the interim and final donor reports and programme updates as per donors’ and UNFPA’s requirements.
● Build, develop, contribute to data collection methods including quantitative and qualitative data collection and analysis tools, techniques and approaches including online beneficiary and services tracking, post-distribution monitoring, protection monitoring, tools for accountability for affected populations and informing the development of end products
● Lead the country level implementation of regional impact assessments, rapid assessments and other M&E interventions.
● Promote the use of data for decision-making and continuous improvement.


D. Coordination and Partnership:
● Collaborate with UNFPA country programme teams, UN agencies, and government counterparts, as well as implementing partners, to align M&E activities with national and UNFPA priorities.
● Represent UNFPA in inter-agency M&E working groups, promoting coordination and consistency in approaches.
● Participate in interagency and coordination work on M&E at country level, including support to UNSDCF evaluations
● Participate as a member in UNFPA M&E net and other regional M&E related Communities of Practices (CoPs).


● Supervising staff members and individual consultants who contribute to the M&E and IM functions in the CO.
● Carry out any other duties as may be required by UNFPA leadership.


Qualifications and Experience: 


Education:  


Masters degree (or equivalent) in statistics, economics, health, population demography and/or any
other related social science discipline.
 


Knowledge and Experience: 


● At least 2 years of relevant national/international working in the area of results-based management, monitoring and evaluation.
● Experience using office software packages and web-based management systems and practical experience with statistical software (i.e. SPSS, Stata).
● Experience in one of UNFPA transformative areas is an asset.
● Working experience in humanitarian programmes is an asset.
● Experience in the United Nations, UNFPA and/or other multilateral organization, field work experience is an asset.
● Good knowledge of monitoring and evaluation, evaluation design, data collection and analysis, and reporting.
● Ability to synthesize program performance data and produce analytical reports.
● Good analytical and report writing skills.
● Good planning, goal setting, prioritization and organizational skills.
 


Languages: 


Fluency in both written and spoken English and Turkish is required.
