Job Description:


JOB PORPUSE:
The Monitoring, Evaluation, Accountability and Learning (MEAL) Officer is responsible for implementing a functional MEAL system at the field level in coordination with MEAL assistants , the Senior MEAL officer in NWS and the MEAL coordinator of NWS. He/she supports the programmes and operations departments in designing, monitoring and evaluating all projects’ interventions. Moreover, he/she works with the direct supervisor in the coordination and/or the implementation of projects’ baseline and evaluations and the implementation of standardized MEAL processes and tools for all sectors at the field level. The position will require some visits to Gaziantep, Kilis, and Hatay and other cities inside Türkiye when needed
MAJOR RESPONCIBILITIES:


1. Program Design


Support MEAL Coordinator/Senior MEAL Officer of NWs as requested (One Syria Response, strategy, sectoral frameworks, EBP (based on Regional and Global strategic priorities for Evidence Building), overall MEAL system set-up, ad-hoc requests)


Support MEAL Coordinator/Senior MEAL Coordinator of NWS in leading the proposal development process regarding MEAL input (logframe, budgeting for MEAL activities and staffing, MEAL narrative plan, etc.)


Develop project-specific MEAL frameworks in coordination with project staff
 


2. Monitoring, Evaluation and Reporting


Develop methodology, sampling, and tools for the outcome and process monitoring studies, including pre/post-tests, PIMs/PDMs, FGDs, KIIs, etc.


Plan, lead and oversee the implementation of outcome monitoring studies for grants such as PIMs/PDMs, midline and endline studies, pre/post-tests, FGDs, KIIs, etc. (coordinate, follow up, and review the outcome monitoring methodology, tools and reports for grants


Lead project-specific evaluations and baselines at the field level (development of ToR, select and short-list consultants, coordinate with the consultant, review of design methodology and tools, review final reports, attend interpretation workshops, etc. if externally led; and conduct data analysis and report writing if internally-led)


Implement field-level tasks for the outcome and process monitoring of grants, including pre/post-tests, PIMs/PDMs, midline and end-line studies, FGDs, KIIs, etc. (training of casual workers, planning field data collection, coordination of data collection, supervising, facilitating, coding tools, developing datasets, data cleaning, analysis, reporting)


Implement field-level tasks for the Syria strategy Impact Assessment (casual training workers, ensuring the quality of data collection through supervision, data cleaning)


Responsible for the coordination of projects’ baselines and evaluation studies (coordination at field level with consultants, beneficiaries and partners/stakeholders if externally led and methodology, development of tools, data collection, and cleaning if internally led)


Provide support in training project staff and partners on reporting requirements, core humanitarian standards, output level monitoring and conduct regular training for Operations staff on data collection and data entry for pre-post tests


Contribute to the MEAL-related component of the Child Well-Being Report (a requirement by GC for Response Offices to also submit a CWBR - as per frequency set by GC)


Conduct ITT verifications of projects in coordination with project staff every month and ensure project level ITT are updated with accurate data monthly, and key findings are shared with management at the program review meetings


Conduct project site visits regularly and monitors partner & direct implementation for quality standards through scheduled visits, data quality audits, and spot checks.


Ensure that critical MEAL findings and recommendations are discussed and addressed by management


Lead and attend any meetings needed with the donors in their offices in Türkiye


3.Accountability to Children & Communities


Assess community preferences and needs to inform the design of contextually-appropriate accountability processes and share outcomes/results with communities, colleagues and partners


Implement the accountability plan/design developed based on the community preferences on providing information, consulting with communities, promoting participation and collecting & acting on feedback and complaints


Receive, process and respond to feedback and complaints and communicate progress back to the children, communities and stakeholders


Implement the plan for sharing information according to the information needs and preferences of community stakeholders and adjust accordingly and  collaborate with colleagues to collect relevant and accurate organizational and programme information that will be shared openly with communities, stakeholders and partners


Ensure that all the feedback & complaints received from communities are recorded/updated timely and accurately in the system and loops closed within the timeline


Sensitize community members about their right to information, to be consulted, participate and provide feedback and complaints, balanced with a responsibility to support solutions


Support  investigating allegations of irregularities, fraud, corruption or other forms of misconduct by directly liaising with the affected communities, according to guidelines and promptly that promotes trust and safety


Engage community members in measuring the effectiveness of Accountability practices and, provide recommendations for and address areas that need improvement in coordination with the accountability core team, conduct other consultation activities which can support the design of new programmes


Conduct exit interviews, observation and reporting
 


4. Research and Learning


Co-lead lessons learned events for projects with project managers and technical staff (preparation, facilitation and report writing)


Implement any potential research studies/EBP at the field level (data collection, cleaning) - (based on Regional and Global strategic priorities for Evidence Building)
 


5. Miscellaneous


Complete Horizon tasks relevant to assigned projects (uploading MEAL plans and monitoring data) - (a requirement by GC to roll out Horizon at the Office level)


Attend internal and external meetings relevant to assigned projects


Attend internal and external training, workshops, events, etc.


Manage and follow up on P&C and financial-related matters for casual workers and conduct performance agreement and review with direct supervisor


Required Professional Experience


Minimum two to three years of experience in working in a relief or development NGO with a focus on MEAL processes
 


KNOWLEDGE/QUALIFICATIONS OF THE ROLE


Required Education, training, license, registration, and certification


BS Degree in international development, international relations, public health, nutrition, statistics, community development, or other relevant discipline is required
 


Preferred Knowledge and Qualifications


• Experience in the design and implementation of MEAL systems, including qualitative and quantitative approaches to baselines, monitoring and evaluations, is required


• Good understanding of international standards in humanitarian and accountability (i.e. CHS, SPHERE and Red Cross Code of Conduct)


• Good working knowledge of statistical packages (Excel, etc.) is required


• Excellent knowledge of ODK database/SMAP server


• Expert data handling skills (classification, categorizing, tabulation etc.) and demonstrates diligence in data management


• Good knowledge of information presentation techniques (graphing, charting, tabling etc.) and interpreting them


• Information dissemination skills are required


• Good knowledge of and experience with humanitarian guidelines and principles.


• Ability to work effectively under pressure


• Organization, planning, and time management skills


• Detailed oriented and able to verify data quality


• Stays open to internal and external feedback


• Good contextual knowledge of the local community and social/cultural constraints, realities and organizational relationships


• Ability to understand, explain and contextualize MEAL tools


• High-level communications skills


• Ability to build positive relationships in a cross-cultural environment


• Preferred working knowledge of advanced statistical packages (SPSS etc.)


• The position requires the ability to attend and participate in capacity-building opportunities, training and meetings locally and internationally as required by the organization
 


Travel and/or Work Environment Requirement


• The position requires 60% of the time to be field-based and 40% at the office level


• Position requires willingness and ability to continue functioning during a crisis, including during a World Vision response to an artificial or natural disaster.


• The position requires availability and willingness to work outside regular office hours occasionally.


Language Requirements


• Excellent written English, with fluency in speaking Arabic, Turkish, and English.


• Ability to write excellent quality reports in English is required.
