  1. Office/Unit/Project Description

This position is located in the UNDSS field office in Istanbul, Türkiye. Under the overall guidance and supervision of the Field Security Coordination Officer (FSCO), the Field Security Associate (FSA) assists in the implementation of security operations and all matters relating to the management of safety and security for the UN personnel, UN premises, assets, and operations in the Area of Responsibility (AoR).


The position is locally administered by UNDP but is financed locally by the LCSSB.


2. Scope of Work


     Under the direct supervision of the FSCO in Istanbul, the FSA will execute the duties and responsibilities outlined below:


  1. Within the limits of delegated authority, the Field Security Associate is responsible for the following duties:
  2. Support the Area Security Advisor (ASA) in all aspects of security management, including the SRM, security plans, physical security assessments and advice on residential security, among other activities in the Istanbul Security Area.
  3. Assist the ASA in collecting, updating and communicating information regarding the security situation in the Istanbul Security Area, (Türkiye):
  • Liaise and coordinate, as appropriate, with the host government security authorities (Organizations and/or personnel), including national and local provincial authorities, military and police officials, as well as non-governmental organizations in the area of operation; 
  • Help to assess the security situation at the duty station and ensure adequate collection and verification of security information that may be required for a comprehensive analysis of the security situation; 
  • Communicate information on security issues to the Heads of United Nations Organizations in the duty station and convey the host country security advice to UNDSS, as appropriate;
  • Maintain regular contact with the Security Professionals and the Security Focal Points of UN Organizations in the duty station;
  • Provide technical assistance at the preparation and convening of the Area Security Cell and the Area Security Management Team meetings;
  • Assist in preparing, maintaining and reviewing the Area Security Risk Management report and the Area Security Plan, including the updating of the staff lists;
  • Support actions during the implementation of the Area Security Plan, as required.
  1. Assist with the monitoring of the implementation of the security measures as recommended by the Security Risks Management (SRM) process for the AoR. 
  2. Assist in reporting security incidents affecting UN personnel, offices and assets, and assist in the preparation of security assessments and reports, such as the Security Incident Report, etc. 
  3. Assist with maintaining the Security Communications System (SCS) in the duty station and organize and participate in regular testing of the System; support with planning and organising the SCS-relevant training coordinated by the ASA.
  4. Participate in joint physical security assessments of UNSMS Organization buildings or premises when necessary and collaborate with the Organizations for procurement and installation guidance for security equipment recommended by the SRM.
  5. Provide support in organizing and conducting training courses on security awareness and preparedness and providing security orientation to newly assigned staff members. Conduct security briefings, as required.
  6. Perform other security-related tasks: 
  • Provide support in conducting security evaluations and provide advice on the Residential Security Measures to the UN personnel, as well as on the latest trends and threats to staff safety and security;
  • Maintain records of the Agency-based warden systems and keep updated the information on the location of the UN offices;
  1. Provide general administrative assistance:
  • Maintains routine and confidential correspondence files/documents;
  • Maintains a database of contact details of host country security authorities;
  • Arrange appointments, receive visitors, places and screen telephone calls with discretion, and take minutes and/or notes at meetings;

Minimum Qualifications of the Successful NPSA


Min. Education requirements


  • Secondary education is required, or  
  • University Degree in Business Administration, Public Administration, or equivalent field will be given due consideration, but it is not a requirement.

Min. years of relevant work experience

A minimum of 6 years (with high school diploma) or 3 years (with bachelor’s degree) of progressively responsible administrative or project experience is required., progressively responsible and relevant work experience in security, risk management, disaster or emergency areas with security responsibilities, in the public or private service areas.


  • Prior experience with the United Nations Security Management System or an International Non-Governmental Organization (INGO) is desirable.
  • Experience in the use of data analysis or business intelligence tools is desirable.

Required skills
  • Solid experience in the use of Microsoft applications, including MS Word to create and edit documents, MS Excel to organize data and perform calculations, MS PowerPoint to create slide decks and presentations, MS SharePoint to store, organize and share information, PowerBI for creating the insightful and interactive visual reports and dashboards and MS Outlook is required.
  • Possession of a valid driver's license for Türkiye and solid driving skills are required.
  • This position is for Turkish Nationals only.
  • Additional testing, as determined by the Secretariat may be required

Desired skills in addition to the competencies covered in the Competencies section


  • Experience in training programme delivery is desirable
  • Experience in the use of handheld radios, satellite phones and other communications equipment is desirable.
