Field Associate
Organizational Setting and Work Relationships
The Field Associate is normally supervised by the (Senior) Field Officer or Head of Office and performs a variety of functions related to Field activities within the office. The supervisor defines general work objectives and provides necessary advice and guidance. The Field Associate may supervise some General Service support staff.
The incumbent keeps frequent internal contacts with staff members in the same duty station to exchange information, to establish understanding of respective needs; to ensure provision of services and resolution of problems and with the external contacts generally with officials of national and international institutions, leaders of the refugee community, local population and/or Implementing Partners (IPs) on subject matters which may be of importance to the Organization.

They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. Duties
- Monitor the situation in the AoR, collect data and other information relevant to UNHCR and report to the supervisor accordingly.
- Monitor the implementation of UNHCR programme including the delivery of all assistance items and monitoring of infrastructure.
- Undertake regular visits to various sites in order to assess needs of persons of concern, with particular attention to vulnerable groups.
- Keep regular contacts with local authorities and implementing partners as requested by supervisor.
- Act as interpreter when required.
- Contribute to the preparation of status and progress reports by providing info, preparing tables, etc.
- Assist in administrative tasks as required such as preparation of reports and meeting authorized personnel and assisting them during field missions.
- Inform and act on the reports received on persons of concern within the refugee community or from the local authorities.
- In coordination with implementing partners, assist in the reception, registration and provision of assistance to persons of concern to UNHCR.
- Negotiate with local authority counterparts, partners and populations of concern.
- Represent UNHCR in physical monitoring of projects.


- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).

Nature of Position:

Sanliurfa Field Unit (FU) covers 3 provinces in the southeast Türkiye, namely Sanliurfa, Adiyaman, and Mardin provinces. Currently, the FU has 10 Fixed-Term Appointment (FTA) staff members including 1 Head of FU, 1 Field staff, 5 Protection staff, and 3 Drivers. The FU’s key activities include voluntary return monitoring, field monitoring/visits and partner monitoring, engagements with local authorities (e.g. Provincial Directorate of Migration Management/ PDMM, Provincial Directorate of Family and Social Services/PDFSS, municipality), protection case referrals, community engagement, and coordination with stakeholders. 



The incumbent will be required to support continuous coordination and field monitoring activities of 3 provinces under Sanliurfa’s Area of Responsibility/AoR (Sanliurfa, Mardin, Adiyaman), but particularly in the earthquake-affected province of Adiyaman, due to the ongoing needs of the affected population in the province, including 6000+ refugees residing in formal container sites and an informal site in the province, as well as outside the container sites, as they are expected to stay without proper housing solution for the coming two or three years. 
In addition, Sanliurfa FU continues to conduct activities such as monitoring of voluntary returns at PDMM Sanliurfa and monitoring of Harran Temporary Accommodation Center (TAC)/referral center, where the incumbent is expected to play a key role by conducting those activities on regular basis. Although the FU currently does not have access to Akcakale border gate in Sanliurfa province since December 2023 for voluntary return monitoring activities, in the event that the access is re-granted, the FU will require one staff to be present for the whole day during weekdays on rotational basis (of which he/she will be part), in addition to PDMM Sanliurfa premises. The incumbent may also be nominated as a Multi-Function Team (MFT) focal point/back-up by the Head of FU for regular monitoring of partner projects at field level as needed. 
Depending on the profile/background of the incumbent, he/she may be nominated as the legal focal point for the FU to cover legal aspects of work, such as following detention cases referred to the Removal Center, attending legal trainings/workshops, visiting Bar Associations, Legal Clinic and actors who provides legal services, follow up individual cases with protection colleagues related to legal protection. 


Living and Working Conditions:

Sanliurfa is a C category family duty station. It is classified as Security Level 2 location. In addition to Sanliurfa province, the Area of Responsibility (AoR) of the Field Unit Sanliurfa includes the provinces of Adiyaman, and Mardin. Adiyaman is classified as Security Level 2 location, and Mardin as Security Level 3 location. The AoR also includes the Security Level 4 zone, which is the area 5km from the border between Syria and Türkiye in Sanliurfa and Mardin provinces. The transportation for official road missions in and out of the AoR is provided by the Office. All official movements are cleared by the UN Department of Security and Safety. There are no known direct threats towards the United Nations and its staff in the area but vigilance and awareness is required in the changing security environment.


On 6 February 2023, two major earthquakes of 7.7 and 7.5 magnitude in Kahramanmaraş Province impacted eleven provinces in Türkiye’s southeast region and neighbouring Syria. The infrastructure and utilities in Sanliurfa are largely preserved, and the city continues to benefit from efficient public transport system and smooth delivery of gas, water and electricity.


UNHCR office is in a business building in the centre of the city of Sanliurfa. The location is easily accessible by public or private transport. All required security measures are in place at the office. There are ample restaurants, shops, banks, ATMs in the city. All major credit and debit cards are widely accepted and used. Mobile phone services can be easily arranged. Apartments are available and generally in good condition with services such as water, gas, electricity, and internet. The leisure and recreational facilities are available and accessible, though limited in number.


The public bus transport network is well developed. Taxi transport is available and affordable. The road network in the region is well developed and maintained. Sanliurfa airport handles frequent, daily flights to several destinations in the country.


Educational facilities are available in the local language and there are no international schools.


The health facilities, including both public and private hospitals with relatively high level of care are available locally. However, most medical staff and practitioners communicate only in Turkish and access in English to these facilities may require support. There is no designated UN examining physician/hospital in Sanliurfa.
