Job Description

What we are looking for: 


A highly driven and seasoned Logistics professional to oversee all procurement and operational procedures according to NRC standards and to support the programme/project implementation. The position holder will ensure that NRC Libya is well positioned to respond to current and future needs and shall demonstrate strong engagement and leadership in all major logistics actions while ensuring capacity building of the logistics teams across the entire country.


What you will do:


  • Ensure the timely delivery of logistics support services to all NRC-Libya projects.
  • Support on and develop relevant logistics training including coaching of newly recruited senior Logistics staff in all Area Offices (AO).
  • Responsible for overseeing all high value procurements and establishing procedures to monitor medium value procurements at Area Office level. (KfW)
  • Ensure all Area Offices are compliant with internal and donor Logistics tools (KfW) and procedures, completing regular spot checks and feedback to Area staff and management.
  • Ensure close and regular communication, coordination and planning with all logistics and program managers in all NRC-Libya.
  • Ensure regular communication with KfW for receiving no objection from technical team
  • Set up key performance measures for all aspects of Logistics activities and regularly review them against actual performance.
  • Ensure that procurement, transport, fleet, and asset management and other Logistical processes take place in compliance with the NRC Logistics Handbook and donor requirements.
  • Provide an enabling environment for the implementation of cash-based interventions, through working across programme and support teams and the development of relevant guidance and Standard Operating Procedures (SOPs).
  • Contribute to the identification of opportunities to implement cash-based interventions and market-based programmes by participating in assessments and response analysis discussions.
  • Responsible for Monthly deliver reporting (KPI).
  • Coordinate and validate annual asset count and coordinate disposal activities.
  • Responsible for Monitoring fleet utilization.

What you will bring:


  • Minimum 3 years of experience from working as a senior Logistics (Coordinator, Advisor, Manager) in a humanitarian/recovery context.
  • Knowledge of KfW funded project procurement.
  • Experience of working in complex and volatile contexts.
  • Experience of data collection, analysis and report writing
  • Knowledge of market analysis tools and approaches.
  • Knowledge about own leadership skills/profile with documented results related to the position’s responsibilities 
  • Fluency in English, both written and verbal (working language of office). Knowledge of Arabic is an advantage.
What we offer:
  • Duty station: Tunis or Tripoli.
  • Contract: Fixed term 12 months (renewable based on funding)
  • Travel: 40% (International travel to AOs in Libya)
  • Salary/benefits: grade 9 on NRC’s salary scale, with accompanying terms and conditions
