Role Overview:
The Tendering and Proposal Specialist is responsible for overseeing the end-to-end tendering process, from reviewing inquiries to final submission and negotiation. This role ensures compliance with client requirements, risk mitigation, and alignment with organizational objectives, while fostering cross-functional collaboration to deliver high-quality proposals.
Key Responsibilities:
- Analyze tender documents, specifications, and scope of work to evaluate bid feasibility.
- Prepare and submit technical and commercial proposals based on detailed input from cross-functional teams.
- Ensure all proposals are well-structured, compliant with client requirements, and delivered within deadlines.
- Float inquiries to the market to gather offers from vendors, suppliers, and sub-contractors.
- Evaluate manufacturers' techno-commercial offers and prepare comparisons to assess pricing for the complete scope.
- Identify and mitigate risks associated with tender submissions.
- Ensure compliance with local regulations and standards specific to the Middle East region.
- Participate in pre-tender and post-tender meetings with clients to clarify requirements and negotiate terms.
- Develop and maintain strong relationships with clients, stakeholders, and project management consultants (PMCs).
- Develop and maintain project schedules, budgets, and resource plans for timely delivery.
- Prepare tender PPTs, including project scope, bidder participation, and risk assessment, for management review.
- Produce daily, weekly, and ad-hoc reports to track tendering progress and milestones.
- Coordinate contract finalization with the Contract Department, ensuring alignment with client and organizational requirements.
- Close all post-bid clarifications and open issues with clients and vendors.
