Role Purpose
Develop, deploy and maintain telecoms networks and projects in the ENOWA Grid including the design of telecoms system and development of functional specifications. Provide telecoms solution to the protection, control and real-time systems etc., including supporting the internal and external stakeholders to develop, establish and maintain communication links between IEDs, RTUs, telecoms equipment and system servers.

 


ROLE COMPETENCIES & ACTIVITIES


Design And Commissioning


  • Lead in planning, development and implementation of telecoms network for DSO assets in the ENOWA Grid. The telecoms network will facilitate various utilities applications, such as teleprotection, protection schemes, systems automations, SCADA, advanced metering infrastructures, system flexibility, fast frequency response, surveillance security system, data networking etc.
  • Lead the potential IT/OT integration including technologies such as ADMS/DERMS and/or EMS as well as assist in road map creation as necessary for ENOWA telecoms architecture implementation.
  • Provide guidance and assist in establishing communication links and telecoms interface between IEDs, RTUs, telecoms equipment and SCADA systems etc.
  • Design and implement telecoms system for distribution system operation.
  • Undertake and assist the installation, reception, and configuration of telecoms equipment and RTU, such as multiplexer, telecoms switch, protocol convertor, modem, router, teleprotection relay, and RTUs etc. Continuous maintenance and upgrades to the telecoms system.
  • Design telecoms network and systems, and integration of various telecoms technologies, such as MPLS, SDH, UHF Scanning Radio, IP Mesh Radio, Ethernet based Networking, TCP/IP, UDP, SNMP, NTP, DSL, ADSL, VPN, GSM, UMTS, LTE networks.
  • Review telecoms systems architecture, material submittals and drawings related to the telecoms system of a single substation or the Network Wide telecoms system for entire distribution system.
  • Reviews/comments on schedules and drawings related to telecoms system, such as telecoms room layout drawings, telecoms connectivity diagram, communication routing diagram, input/output schedule, telecoms panel schematics/wiring/general arrangement diagrams, FO patching diagram etc.
  • Review and check the telecoms system design requirement, telecoms equipment programming / configuration, logic, operation & functionality.
  • Review and comment on telecommunication systems architecture, design proposal and drawings submitted by consultant or contractors.
  • Work with ENOWA Cyber Security teams to enhance the security of the telecoms systems, such as data networking.
  • Troubleshooting equipment and software to repair and diagnose any malfunctions in telecoms system, and in IEDs / RTUs / Servers from telecoms perspective.
  • Attend Factory Acceptance Testing and ensure compliance to project requirements for telecoms systems. 

Project Management


  • Act as PM and/or multi-discipline team member to support ENOWA’s projects with scoping, tender evaluations/awards and implementation for telecoms related projects.
  • Coordinates with consultants in preparation of method statements related to telecoms works.
  • Monitor industry standards and technological advances, to ensure ENOWA is at the leading edge of telecoms development and delivery.
  • Identify and progress suggestions and opportunities for process improvements which will enhance service delivery, seeking efficiency and improvement at all times.
  • Manage the preparation of effective monthly reports to ensure a clear overview of progress against objectives and budget.

Standards and Guidance


  • Assist in integration procedures for telecoms related systems with other ENOWA asset management systems.
  • Provide guidance to all internal stakeholders on best practice for telecoms system implementation and assist with the development.

Knowledge, Skills and Experience


  • 5+ years Engineering degree in Telecoms Engineering (preferred); or Electrical and Electronics or equivalent Communications Engineering.
  • Hands-on experience in the design of telecoms and real-time systems; should have worked on at least 3-4 major projects and a minimum of one project on implementing inter-substations telecoms and real-time systems.
  • Good power system knowledge and application of all telecoms related standards, code, and regulations; working knowledge of communication protocols like IEC-61850, DNP3, Modbus and Ethernet/fiber optic networks and ICCP is mandatory, including related hardware and architecture.
  • Working knowledge of all parts of IEC-61850 station and process bus, including MMS, GOOSE and SV implementation.
  • Working knowledge and experienced in implementation of communication technologies such as: MPLS, SDH, UHF Scanning Radio, IP Mesh Radio, Ethernet based Networking, TCP/IP, UDP, SNMP, NTP, DSL, ADSL, VPN, GSM, UMTS, LTE networks.
  • Experienced in design of telecommunication network for electricity utilities, including multiplexer technologies and networking switching system.
  • Working knowledge of protection and control schemes operate over telecommunication systems, such as teleprotection, differential protection, system automations. Experienced in communications and interface between IEDs, RTUs, telecoms equipment and SCADA systems, including design, installation, commissioning, testing, maintenance and repair of such systems.
  • Have at least 3 years experience in utility industry for telecoms design, installation, testing, commissioning, and maintenance.
  • Fully IT literate with an ability to embrace new systems and technology quickly.
  • Highly developed interpersonal and communication skills, a focus on efficiency, and enhanced multitasking abilities, combined with a “can-do” mentality are essential.
  • Proven track record of delivering outcomes with strong ability to prioritize tasks in a highly dynamic and changing environment.
  • Experience in financial evaluation, work practices, risk management, statutory and regulatory compliance and cost control of the projects.
  • Strong presentation skills, presentation preparation and MS Office (Word, Excel, PowerPoint).
  • Proven ability to perform in a key management role, good written and oral communications skills, and a thorough knowledge of industry practices and regulations are also required. In addition, must be knowledgeable of current technology and how it can be effectively utilized on the project.
